D\u00fcnya ekonomisinin \u00f6nemsiz bir unsuruydu ve d\u00fcnyan\u0131n geri kalan\u0131na suna bilece\u011fi fazla bir\u015feye de sahip de\u011fildi. D\u00fcnya ekonomisinin hat\u0131r\u0131 say\u0131l\u0131r bir unsuru olabilmesinin yegane yolu, fetihlerden ge\u00e7iyordu. Daha sonraki d\u00f6nemde [15.yy] Ispanya&rsquo;dan Yahudilerin ve End\u00fcl\u00fcs M\u00fcsl\u00fcmanlar\u0131n\u0131n  at\u0131lmas\u0131, Bat\u0131 Afrika&rsquo;dan  k\u00f6le ticareti ve 1492 sonras\u0131nda Ispanyollar taraf\u0131ndan Amerika K\u0131tas\u0131n\u0131n fethi, birikmi\u015f zenginli\u011fin ya\u011fmalanmas\u0131, oradaki uygarl\u0131klar\u0131n tarih sahnesinden silinmesi, jenositler ve katliamlar, Avrupa&rsquo;dan ta\u015f\u0131nan bula\u015f\u0131c\u0131 hastal\u0131klar sonucu ortaya \u00e7ikan<em> <\/em> emek a\u00e7\u0131\u011f\u0131n\u0131 kapatmak \u00fczere Afrikal\u0131lar\u0131n <em>avlan\u0131p <\/em>k\u00f6lele\u015ftirilerek Amerika&rsquo;ya ta\u015f\u0131nmas\u0131, Avrupa denilen b\u00f6lgenin alt\u0131 kat\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcndeki Amerika topra\u011f\u0131n\u0131n Avrupal\u0131lar\u0131n \u00f6zel m\u00fclk\u00fc haline getirilmesi,  De\u011ferli madenlerin [at\u0131n, g\u00fcm\u00fc\u015f] \u00e7\u0131kart\u0131l\u0131p Avrupa&rsquo;ya ta\u015f\u0131nmas\u0131, daha ba\u015ftan kapitalist nitelik ta\u015f\u0131yan tar\u0131msal plantasyonlar\u0131n  a\u00e7\u0131lmas\u0131&hellip; Atlantik b\u00f6lgesini \u00f6nemli bir ekonomik-ticari merkez haline getirdi. Avrupa&rsquo;n\u0131n zenginli\u011fi esas itibariyle \u00fc\u00e7 k\u0131tan\u0131n  be\u015feri ve do\u011fal zenginligine ve servetine <em>el komaya<\/em> dayan\u0131yordu. <\/div>\n<p><\/p>\n<div>\u0130zleyen y\u00fczy\u0131llarda Afrika ve Asya&rsquo;n\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc de s\u00f6m\u00fcrgele\u015ftirildi veya yar\u0131-s\u00f6m\u00fcrge stat\u00fcs\u00fcne indirgendi. Dolay\u0131s\u0131yla, <em>modern d\u00fcnyan\u0131n <\/em>tarihi, kapitalizmin, emperyalizmin, s\u00f6m\u00fcrgecili\u011fin  tarihiydi. S\u00f6m\u00fcrgeci-emperyalist Avrupal\u0131lar d\u00fcnya \u00f6l\u00e7e\u011findeki etkinliklerini ve egemenliklerini art\u0131rd\u0131k\u00e7a, yeni bir insanl\u0131k tarihi versiyonu da olu\u015fturdular, yeni bir d\u00fcnya haritas\u0131 yapt\u0131lar ve merkeze kendilerini yerle\u015ftirdiler. Giderek egemenin s\u00f6ylemi k\u00fcresel planda egemen olmaya ba\u015flad\u0131. Avrupal\u0131lar kendi uygurluklar\u0131n\u0131n yegane uygarl\u0131k oldu\u011funa, bunun \u00f6zg\u00fcn bir uygarl\u0131k oldu\u011funa, fetihler \u00f6ncesinde de Avrupa&rsquo;n\u0131n di\u011ferlerinden \u00fcst\u00fcn oldu\u011funa, ba\u015fka uygarl\u0131klardan iktibas yapmad\u0131\u011f\u0131na, \u00f6nce kendilerini inand\u0131rd\u0131lar, e\u015f zamanl\u0131 olarak ba\u015fkalar\u0131n\u0131 da inand\u0131rmal\u0131r\u0131 gerekiyordu. Aksi halde egemenlikleri kal\u0131c\u0131 olamazd\u0131. Zira, s\u00f6m\u00fcrgecilik sadece ekonomik ve politik bir kategori de\u011fil, ayn\u0131 zamanda  k\u00fclt\u00fcrel-ideolojik-entellekt\u00fcel ve\u00e7heleri de olan bir olgudur. Amerika, Afrika, Asya halklar\u0131n\u0131n topra\u011f\u0131n\u0131 almak yeterli de\u011fildi, ruhuna da el koymak, bunun i\u00e7in de k\u00fclt\u00fcrel kimliklerini yok etmek gerekiyordu. \u0130\u015fte bu i\u015fi de \u015fimdilerde <em>avrupa-merkezcilik <\/em>denilen ideolojik kurgu yapacakt\u0131&hellip; <em>Avrupa-merkezcili\u011fi <\/em>Bat\u0131 Avrupal\u0131lar\u0131n kendileri ve ba\u015fkalar\u0131 hakk\u0131nda olu\u015fturduklar\u0131 d\u00fc\u015f\u00fcnceler, tasavurlar, teoriler, yak\u0131\u015ft\u0131rmalar, hezeyanlar, safsatalar, yalanlar, yok saymalar, tahrifatlar&hellip; y\u0131\u011f\u0131n\u0131 olarak tan\u0131mlamak m\u00fcmk\u00fcnd\u00fcr. Fakat, \u00f6nemli olan sadece bunlar\u0131n uydurulmas\u0131, kurgulanmas\u0131 de\u011fil, yay\u0131lmas\u0131, ba\u015fkalar\u0131na <em>n\u00fcf\u00fbz etmesi<\/em>, ba\u015fka t\u00fcrl\u00fc ifade etmek istersek, hedef al\u0131nan kitleler [ Avrupa-d\u0131\u015f\u0131 toplumlar], <em>yery\u00fcz\u00fcn\u00fcn l\u00e2netlileri <\/em> taraf\u0131ndan <em>i\u00e7selle\u015ftirilmesidir<\/em>. Egemenlik alt\u0131na almada kaba kuvvet veya \u00e7\u0131plak \u015fiddet en az\u0131ndan ba\u015flan\u011f\u0131\u00e7ta gerekli olabilir ama k\u00f6lele\u015ftirme, <em>bilincin k\u00f6lele\u015ftirilmesi <\/em>ger\u00e7ekle\u015fmeden kesin ve kal\u0131c\u0131 de\u011fildir. Egemen-t\u00e2b\u00ee ili\u015fkisi, ideolojik k\u00f6lelik olmadan m\u00fcmk\u00fcn de\u011fildir&hellip; <em>Avrupa &ndash;merkezli ideolojinin<\/em> misyonu, benim <em>s\u00f6m\u00fcrge bilinci <\/em>dedi\u011fimi dayat\u0131p s\u00fcreklili\u011fini sa\u011flamakt\u0131. Bu bak\u0131mdan s\u00f6m\u00fcrgecilikten ayr\u0131 bir <em>modernle\u015fme <\/em>m\u00fcmk\u00fcn olamazd\u0131. Avrupa-d\u0131\u015f\u0131 toplumlar kendilerini s\u00f6m\u00fcrgecinin sundu\u011fu aynada g\u00f6rd\u00fcklerinde, art\u0131k s\u00f6m\u00fcrgecilik <em>i\u00e7sel bir<\/em> <em>kategori <\/em>haline gelmi\u015fti. Bilinci s\u00f6m\u00fcrgele\u015fmi\u015f, kendini s\u00f6m\u00fcrgecinin tuttu\u011fu aynada g\u00f6ren bir insan toplulu\u011fu, art\u0131k <em>kendi g\u00f6z\u00fcyle g\u00f6remez, kendi eliyle tutamaz <\/em>demektir. Zira, g\u00f6sterilen \u015fey, s\u00f6m\u00fcrgecinin g\u00f6stermek istedi\u011fidir&hellip; Bu y\u00fczden ger\u00e7ek durumu bilince \u00e7\u0131karabilmek i\u00e7in, <em>s\u00f6m\u00fcrgele\u015ftirmeyle, s\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>ayr\u0131m\u0131n\u0131 yapmam\u0131z gerekiyor. Bir yabanc\u0131 g\u00fcc\u00fcn bir ba\u015fka toplumu i\u015fgal edip, kendine ba\u011f\u0131ml\u0131 hale getirmesi tarihte s\u0131k raslalan bir \u015feydi, ama modern s\u00f6m\u00fcrgecilik  veya ayn\u0131 anlama gelmek \u00fczere kapitalist yay\u0131lma, \u00f6nceki d\u00f6nemlerin emperyal yay\u0131lmas\u0131ndan farkl\u0131 niteliklere sahipti. Birincisi, Avrupa s\u00f6m\u00fcrgecili\u011fi \u0131rk\u00e7\u0131 bir yay\u0131lmayd\u0131; ikincisi, modern s\u00f6m\u00fcrgecilik \u00f6ncesi d\u00f6nemdeki emperyal yay\u0131lmadan farkl\u0131 olarak, kapitalist yay\u0131lma bir <em>s\u00f6m\u00fcr\u00fc metabolizmas\u0131 <\/em>\u015feklinde tezah\u00fcr ediyor. N\u00fcf\u00fbz etti\u011fi toplumlar\u0131 ekonomik, siyasal, sosyal, k\u00fclt\u00fcrel, ideolojik, entellekt\u00fcel olarak ba\u015ftan sona d\u00f6n\u00fc\u015f\u00fcme u\u011frat\u0131yor. Sadece ekonomisine, siyasetine n\u00fcfuz etmiyor, kimli\u011fini de tahribediyor ve ona <em>s\u00f6m\u00fcrgele\u015fmi\u015flik <\/em>kimli\u011fini<em> <\/em>dayat\u0131yor. <\/div>\n<p><\/p>\n<div>S\u00f6m\u00fcrgeci Avrupal\u0131lar \u00f6nce kendileri ve ba\u015fkalar\u0131 hakk\u0131nda bir dizi ger\u00e7ek d\u0131\u015f\u0131 <em> ideolojik safsata  <\/em>\u00fcrettiler: Avrupal\u0131 ak\u0131ll\u0131 [rasyonel], yetenekli, \u00e7al\u0131\u015fkan, bilime ve sanata yatk\u0131n, ke\u015ffi\u00e7i, bu y\u00fczden \u00fcst\u00fcn bir uygarl\u0131k yaratm\u0131\u015fsa, <em>\u00f6tekiler<\/em> de bu hasletlerden yoksunsa, <em>ilkel, barbar, geri, azgeli\u015fmi\u015f <\/em>olarak kalm\u0131\u015flar demektir! Zira, onlar rasyonel d\u00fc\u015f\u00fcnceden yoksundur [irrasyoneldir], tembeldir, bilime ve sanata ehil de\u011fildir, gelenekten yakay\u0131 kurtaramaz, ke\u015fif ve icat yetene\u011fi yoktur, orada <em>do\u011fu despotizmi <\/em>ge\u00e7erlidir, toplum dura\u011fand\u0131r, kendili\u011finden ilerlemesi m\u00fcmk\u00fcn de\u011fildir&hellip; \u0130kinci olarak,  bu t\u00fcr yak\u0131\u015ft\u0131rmalar  bir de  <em>modernite patentli, ayd\u0131nlanma timsali,  evrensel bilimsel hakikatler<\/em> say\u0131ld\u0131&hellip; E\u011fer \u00f6yleyse, gerili\u011fe mahkum s\u00f6z konusu  toplumlar\u0131 hareket ettirmek, k\u0131m\u0131ldatmak, &lsquo;modern tarihin&rsquo; i\u00e7ine sokmak Avrupal\u0131ya  d\u00fc\u015ferdi,,.  Velhas\u0131l <em>\u00e7evre merkeze, Avrupa-d\u0131\u015f\u0131 toplumlar Avrupa&rsquo;ya benzemelidir<\/em>. E\u011fer s\u00f6z konusu olan kapitalizmse, kapitalist yay\u0131lmaysa, <em>sermayenin hareketiyse, <\/em>kapitalist yay\u0131lma da s\u00f6m\u00fcrgecilikle, emperyalizmle  \u00f6zde\u015fse, her seferinde ve <em>her d\u00fczeyde <\/em>hiyerar\u015fi veya kutupla\u015fma \u00fcretmeye mahk\u00fbmsa, <em>benzeme ve benzetme problemati\u011finin <\/em>ne menem bir\u015fey oldu\u011fu a\u00e7\u0131kt\u0131r. Kapitalist d\u00fcnya sistemi veya ayn\u0131 anlama gelmek \u00fczere sermayenin hareketi,  her ileri a\u015famada,  <em>kutupla\u015fmay\u0131, hiyerar\u015fiyi,<\/em> <em>farkl\u0131l\u0131klar\u0131, e\u015fitsizlikleri, s\u00f6m\u00fcrgele\u015fmi\u015flik durumunu<\/em> derinle\u015ftiriyor.<em> <\/em>Dolay\u0131s\u0131yla, kapitalist-emperyalizm ko\u015fullar\u0131nda <em>ba\u015fkalar\u0131n\u0131n <\/em>merkez gibi olmas\u0131, onu yakalamas\u0131, ona benzemesi, <em>kalk\u0131nmas\u0131<\/em> m\u00fcmk\u00fcn de\u011fildir. Avrupa solu bu durumu anlamaktan acizdi, zira Avrupa-merkezli ideolojik yabanc\u0131la\u015fmayla mal\u00fbld\u00fc. Avrupa merkezli \u0131rk\u00e7\u0131 ideolojik yabanc\u0131la\u015fmayla <em>\u015ferbetli <\/em>bir sol hareketin, kapitalizm d\u0131\u015f\u0131nda <em>yeni <\/em>ve <em>farkl\u0131<\/em> bir\u015feyler tavavvur etmesi, tasarlamas\u0131,  teklif etmesi zaten iyimserlik olurdu. Birinci Enternasyonal de , \u0130kinci Enternasyonal de a\u00e7\u0131k\u00e7a s\u00f6m\u00fcrgecilikten yanayd\u0131lar, zira <em>uygarla\u015ft\u0131r\u0131c\u0131 misyona <\/em>inan\u00e7lar\u0131 tamd\u0131. \u00dc\u00e7\u00fcn\u00e7\u00fc Enternasyonale hakim Avrupa-merkezcilik, s\u00f6m\u00fcrgelerden gelen kimi itirazlara ra\u011fmen, birincinin ve ikincini yolundan devam etti. Zaten <em>komintern <\/em>Stalinist egemen b\u00fcrokrasinin bir ideolojik-diplomatik manip\u00fclasyon arac\u0131na indirgenmi\u015fti. <\/div>\n<p><\/p>\n<div>Bu y\u00fczden, ge\u00e7erli Avrupa-merkezli paradigma d\u0131\u015f\u0131nda, <em>yeni, farkl\u0131<\/em> bir\u015feyler yapma iddias\u0131nda olanlar\u0131n, d\u00fcnyay\u0131 de\u011fi\u015ftirmek isteyenlerin, benim <em>s\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>dedi\u011fim hakk\u0131nda bilin\u00e7 a\u00e7\u0131kl\u0131\u011f\u0131na ula\u015fmalar\u0131 gerekiyor. Nas\u0131l tarihsel Avrupa solu kapitalist sistemin bir i\u00e7-unsuru, bir bile\u015feni olman\u0131n \u00f6tesine ge\u00e7ememi\u015fse, ulusal ba\u011f\u0131ms\u0131zl\u0131k hareketleri de ayn\u0131 paradiman\u0131n esiri olmaya devam ettiler. Zira, topraklar\u0131 s\u00f6m\u00fcrgeciden temizlemek, <em>s\u00f6m\u00fcrgeli\u015fmi\u015flik durumunun <\/em>\u00f6tesine ge\u00e7ildi\u011fi anlam\u0131na gelmiyordu. Kald\u0131 ki, <em>s\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>veri iken, art\u0131k s\u00f6m\u00fcrgeci-emperyalist g\u00fc\u00e7lerin do\u011frudan denetimi de gereksiz hale gelmi\u015fti. Do\u011frudan s\u00f6m\u00fcrgecilik sermaye i\u00e7in pahal\u0131 bir \u015feydir ve <em>zorunluluk <\/em>d\u0131\u015f\u0131nda sermayenin itibar edece\u011fi bir\u015fey de\u011fildir. Dolay\u0131s\u0131yla do\u011frudan s\u00f6m\u00fcrgecilik s\u00f6m\u00fcrgecili\u011fin bir <em>ilk a\u015famas\u0131yd\u0131<\/em>. Art\u0131k yerini ba\u015fka egemenlik-ba\u011f\u0131ml\u0131l\u0131k  bi\u00e7imlerine b\u0131raka bilirdi&hellip; Milli Kurtulu\u015f Hareketleri sonucu kurulan ulus-devletlerin i\u00e7i bo\u015f kabuk olman\u0131n \u00f6tesine ge\u00e7ememesi, tam da yakarda s\u00f6yledi\u011fimiz <em>s\u00f6m\u00fcrgele\u015fmi\u015flik  <\/em>durumunun, <em>s\u00f6m\u00fcrgecili\u011fin i\u00e7selle\u015fmesinin<\/em> sonucudur. Nitekim, XIX&rsquo;uncu y\u00fczy\u0131l\u0131n ba\u015f\u0131nda Latin Amerika, ikinci d\u00fcnya sava\u015f\u0131 sonras\u0131nda da Asya ve Afrika&rsquo;n\u0131n s\u00f6m\u00fcrge halklar\u0131  &lsquo;ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 kazanmalar\u0131na&rsquo; ra\u011fmen, sorunun \u00f6z\u00fcne dair kayda de\u011fer bir de\u011fi\u015fiklik s\u00f6z konusu olmad\u0131. S\u00f6m\u00fcrgecili\u011fin tasfiye edildi\u011fi s\u00f6ylemi, XX&rsquo;inci y\u00fczy\u0131l\u0131n ikinci yar\u0131s\u0131na ait bir efsaneydi&hellip; Zira, <em>s\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>s\u00f6m\u00fcrgecili\u011fin tasfiyesine engeldi&hellip; S\u00f6z konusu \u00fclkeler  s\u00f6m\u00fcrgecilikten kurtulmak \u015furda dursun, yapt\u0131klar\u0131 her\u015fey <em>s\u00f6m\u00fcrgele\u015fmi\u015flik durumunu <\/em>daha da derinle\u015ftirdi. 1923 sonras\u0131 &lsquo;reformlar\u0131n\u0131n&rsquo; ve  politikalar\u0131n\u0131n T\u00fcrkiye&rsquo;yi emperyalist Bat\u0131&rsquo;ya daha da ba\u011f\u0131ml\u0131 hale getirmesi bu y\u00fczdendi. Siyasi ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 &lsquo;kazanan&rsquo; halklar-uluslar, do\u011frudan s\u00f6m\u00fcrge olduklar\u0131 d\u00f6nemdekinden daha h\u0131zl\u0131 ve daha kapsaml\u0131 olarak kendilerini s\u00f6m\u00fcrgele\u015ftirmi\u015f olanlar\u0131 taklide, onlara benzemeye y\u00f6neldiler. Kendileri olmay\u0131 ak\u0131l etmelerine <em>s\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>engeldi&hellip; Oysa taklit hem m\u00fcmk\u00fcn de\u011fildi hem de arzulan\u0131r bir\u015fey de olmamal\u0131yd\u0131&hellip; Sonu\u00e7 uydula\u015fman\u0131n,  ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n, zenginlik transferinin, kimliksizle\u015fmenin, k\u00fclt\u00fcrel yozla\u015fman\u0131n derinle\u015fmesi oldu. Daha \u00f6nce  ba\u015fka yerde yazd\u0131\u011f\u0131m gibi, sadece egemenli\u011fin bi\u00e7imi ve ara\u00e7lar\u0131 de\u011fi\u015fmi\u015fti. <em>S\u00f6m\u00fcrgele\u015fmi\u015flik durumu <\/em>ve|veya<em> s\u00f6m\u00fcrgecili\u011fin i\u00e7selle\u015fmesi <\/em>veri iken, uzaktan denetim pek\u00e2l\u00e2 m\u00fcmk\u00fcnd\u00fc. Do\u011frudan s\u00f6m\u00fcrgecilik d\u00f6nemindeki genel valilerin, y\u00fcksek komiserlerin, memurlar\u0131n, askerlerinin, polisin, velhas\u0131l s\u00f6m\u00fcrge b\u00fcrokrasisinin yerini, <em>uluslarasar\u0131 denilen <\/em>ama asl\u0131nda emperyalizmin kollektif \u00e7\u0131karlar\u0131na veya kollektif emperyalizmin \u00e7\u0131karlar\u0131na hizmet eden kurumlar ve mekanizmalar [ IMF, D\u00fcnya Tcaret \u00d6rg\u00fct\u00fc, D\u00fcnya Bankas\u0131, Davos, G7&rsquo;ler&hellip;.] alabilirdi. S\u00f6ylediklerimizden art\u0131k militer g\u00fcc\u00fcn gereksiz hale geldi\u011fi, Amerikan deniz piyadelerine ihtiya\u00e7 kalmad\u0131\u011f\u0131 anlam\u0131 \u00e7\u0131rar\u0131lmamal\u0131d\u0131r. Aksi halde d\u00fcnyay\u0131 ba\u015ftan ba\u015fa saran Amerikan \u00fcslerine gerek kalmazd\u0131&hellip;Eninde sonunda egemenlik zor \u00f6gesi olmadan m\u00fcmk\u00fcn de\u011fildir.
