Soru ve sorun \u015fu:<\/p>\n<p>\u0130\u015f\u00e7iler, emek\u00e7iler, ezilenler ve yoksullar ad\u0131na g\u00fc\u00e7 ve iktidar haline gelme s\u00fcrecinde yarat\u0131lan iktidar ve g\u00fc\u00e7 ili\u015fkilerinin bi\u00e7imi, nitelikleri ve mekanizmas\u0131, tasarlanan politik ve toplumsal projenin niteli\u011fini, ili\u015fkilerini, mekanizmalar\u0131n\u0131 temelde belirlemi\u015f olmuyor mu?<\/p>\n<p>Ya da ba\u015fka bir bi\u00e7imde ifade edecek olursak; m\u00fccadele ara\u00e7lar\u0131, bunlarda cisimle\u015fen ili\u015fkiler \u2013g\u00fc\u00e7 veya iktidar ili\u015fkileri-, amac\u0131n kendisini, kurulmas\u0131 tasarlanan toplumun kendisini b\u00fcy\u00fck \u00f6l\u00e7\u00fcde belirlemeyecek mi?<\/p>\n<p>  <!--more-->  <\/p>\n<p>\u00d6rne\u011fin \u201cParti teorisi\u201d ve prati\u011fi ile onun program\u0131 aras\u0131nda ger\u00e7ekte uyumlu ve \u00e7eli\u015fen ili\u015fkiler ve yap\u0131lar nelerdir sorusu, ya\u015fanan iki y\u00fcz y\u0131ll\u0131k tarihsel s\u00fcrecin g\u00f6sterdi\u011fi gibi genel olarak sosyalizmin, ona g\u00f6n\u00fcl veren biz sosyalistlerin en temel sorunu de\u011fil mi?<\/p>\n<p>Partisi olanlar\u0131m\u0131z <strong>\u201cYa\u015fas\u0131n partimiz\u201d<\/strong> slogan\u0131yla, partisi olmayanlar ise buna ula\u015fmak ve ayn\u0131 slogan\u0131 kendi ili\u015fkilerinde ete kemi\u011fe b\u00fcr\u00fcnd\u00fcrmek i\u00e7in teorik olarak bir m\u00fccadele arac\u0131 olan\u0131 \u00f6rg\u00fct\u00fc-partiyi y\u00fcceltti, halen de y\u00fcceltiyoruz. Bu yakla\u015f\u0131m ve pratikte, arac\u0131 amac\u0131n \u00f6n\u00fcne koyduk: <strong>\u201cYa\u015fas\u0131n partimiz\u201d <\/strong>bunun en a\u00e7\u0131k ve en dolays\u0131z anlat\u0131m\u0131d\u0131r. Bu nokta \u00e7ok \u00f6nemli, ama daha \u00f6nemli ba\u015fka bir nokta var. Elbette bu konu \u00e7ok geni\u015f bir \u00e7al\u0131\u015fma alan\u0131d\u0131r ve bunun \u00fczerinde derinlemesine durdu\u011fumuzu ve \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z\u0131 vurgulamakla yetinelim ve devam edelim:<\/p>\n<p><strong>\u201cParti, biziz\u201d<\/strong> yan\u0131t\u0131, ger\u00e7ekli\u011fi yans\u0131tm\u0131yor. Parti, g\u00fcc\u00fcn birikti\u011fi, yo\u011funla\u015ft\u0131\u011f\u0131 bir merkez ise, bu g\u00fc\u00e7 merkezi bir ili\u015fkiler sistemidir, karar ve y\u00f6netim merkezi vard\u0131r; yani bir iktidar ve ili\u015fkiler ayg\u0131t\u0131d\u0131r. Politika ve politikan\u0131n hedefi g\u00fc\u00e7 ve iktidar kavram\u0131yla, somut g\u00fc\u00e7 ve iktidar ili\u015fkileriyle do\u011frudan ili\u015fkilidir! Soru \u015fu: <strong>\u201cBiz\u201d<\/strong>, bu g\u00fc\u00e7 ve iktidar ili\u015fkilerinin neresindeyiz? Bu g\u00fc\u00e7 ve iktidar, merkezi ve yo\u011funla\u015fm\u0131\u015f bir g\u00fc\u00e7 ise \u201cBizim\u201d bunu etkileme, son tahlilde bunun hakk\u0131nda s\u00f6z s\u00f6yleme, karar verme konumumuz ve g\u00fcc\u00fcm\u00fcz nedir, daha basit bir ifadeyle \u201cBiz\u201d bu g\u00fcc\u00fc ne kadar y\u00f6netebiliyoruz?<\/p>\n<p>Burada <strong>\u201cSahip olma\u201d<\/strong> ile <strong>\u201ciktidar olma\u201d <\/strong>aras\u0131nda do\u011frudan bir ili\u015fki var; neredeyse bir t\u00fcr <strong>\u201c\u00f6zde\u015flik\u201d, \u201cayn\u0131l\u0131k\u201d<\/strong> ili\u015fkisiz var. E\u011fer o g\u00fcc\u00fc y\u00f6netiyorsak, ya da y\u00f6netiminde do\u011frudan s\u00f6z ve karar sahibiysek, o g\u00fc\u00e7 veya <strong>\u201calan\u201d \u201cBize\u201d<\/strong> aittir, denilebilir. Yoksa <strong>\u201cParti, biziz\u201d <\/strong>yan\u0131t\u0131, i\u00e7i bo\u015f bir s\u00f6z kal\u0131r. Ger\u00e7ek ise, Parti, denilen g\u00fc\u00e7 ve iktidar merkezi, ger\u00e7ekte, onu y\u00f6netenindir, yani <strong>\u201cde\u011fi\u015fmez\u201d<\/strong> bir iktidar kast\u0131n\u0131nd\u0131r, Politb\u00fcro, Merkez ve bunlar\u0131n \u00fczerinde <strong>\u201cGenel Sekreter veya Ba\u015fkan\u0131nd\u0131r\u201d!<\/strong><\/p>\n<p>Bu durum, pratik bir sapman\u0131n de\u011fil, sosyalizm ve iktidar, ama\u00e7 ve ara\u00e7lar, \u00f6nc\u00fcl\u00fck ve Parti teorileri konusundaki teorik yakla\u015f\u0131mlardan kaynaklanmaktad\u0131r.<\/p>\n<p>Bu yaz\u0131 ba\u011flam\u0131nda bu k\u0131sa \u201cgiri\u015fin\u201d yeterli oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyoruz. Buradan PKK somutuna ge\u00e7ebiliriz. PKK, 1970\u2019li y\u0131llar\u0131n teorik-ideolojik ve politik iklimine do\u011fdu, o g\u00fcn\u00fcn sosyalizm kavray\u0131\u015f\u0131n\u0131, daha \u00e7ok da pratik deneyimlerini ve bunlar\u0131n kendi kavray\u0131\u015f\u0131 \u00f6l\u00e7\u00fcs\u00fcndeki boyutlar\u0131n\u0131 ald\u0131 ve uygulad\u0131. Bu kavray\u0131\u015f\u0131 ve uygulama yetene\u011fi, ona \u00f6nemli \u00f6l\u00e7\u00fcde yol da ald\u0131rd\u0131. Parti, \u00f6rg\u00fctlenme ve m\u00fccadele bi\u00e7imleri konusunda kendisine \u00f6nemli bir teorik ve pratik donan\u0131m sa\u011flad\u0131.<\/p>\n<p>PKK de \u00f6rg\u00fctlenmede <strong>\u201cMarksist-Leninist\u201d <\/strong>partileri model olarak ald\u0131. Bu modelde g\u00fc\u00e7 ve g\u00fcc\u00fcn kullan\u0131m\u0131, ba\u015fka bir ifadeyle <strong>\u201ciktidar ili\u015fkileri\u201d<\/strong> merkezidir, <strong>\u201c\u00e7elik disiplin\u201d,<\/strong> otorite esas ve belirleyicidir.<\/p>\n<p>Merkezi g\u00fcc\u00fc, otoriteyi, iktidar\u0131 denetleyecek mekanizmalar hemen hemen yoktur, ya da son derece s\u0131n\u0131rl\u0131d\u0131r. Bunun neden b\u00f6yle olmas\u0131 gerekti\u011fi, zor politik ko\u015fullara, gizli \u00f6rg\u00fctlenmenin zorunluluklar\u0131na, polis takibinin yo\u011funlu\u011funa ve daha bir dizi <strong>\u201czorunluluklara\u201d<\/strong> ba\u011flan\u0131r. Elbette bu zorunluluklar\u0131n \u00f6zg\u00fcrl\u00fcklerin alanlar\u0131n\u0131 daraltmadaki g\u00f6rece ge\u00e7erlili\u011fi kendi ba\u011flam\u0131 i\u00e7inde tart\u0131\u015f\u0131labilir. Ama bu <strong>\u201czorunluluklarla\u201d <\/strong>a\u00e7\u0131klanan ve teorile\u015ftirilen modellerin, ka\u00e7\u0131n\u0131lmaz olarak dar grup (MK veya Politb\u00fcro) ve tek ki\u015fiye dayal\u0131 iktidar ayg\u0131tlar\u0131n\u0131 do\u011furdu\u011fu bir vakad\u0131r. Ger\u00e7ekten bunun bir istisnas\u0131 var m\u0131? Yoksa ortaya \u00e7\u0131kan bu birbirinin benzeri, \u00f6z\u00fc itibar\u0131yla ayn\u0131 olan iktidar ayg\u0131tlar\u0131 ortaya \u00e7\u0131k\u0131\u015flar\u0131n\u0131 sadece <strong>\u201ck\u00f6t\u00fc niyetlere\u201d <\/strong>ba\u011flayabilir miyiz?<\/p>\n<p>Kom\u00fcnist partilerin \u00f6rg\u00fctlenme anlay\u0131\u015f\u0131 ve prati\u011fi, 1970\u2019li y\u0131llarda tart\u0131\u015fmas\u0131z kabul\u00fcm\u00fczd\u00fc ve bu, devrimci ve sosyalist olman\u0131n temel k\u0131staslar\u0131ndan biriydi. Stalin\u2019in Bol\u015fevik Parti Tarihinde form\u00fcle etti\u011fi parti teorisi ve \u00f6rg\u00fctlenme ilkeleri, Mao\u2019nun geli\u015ftirdi\u011fi <strong>\u201cDemokratik Merkeziyet\u00e7ilik\u201d<\/strong> ilkesi, her birimiz i\u00e7in birer <strong>\u201cAment\u00fc\u201d<\/strong> d\u00fczeyinde anlam ifade ediyordu. Uygulamada en u\u00e7 noktas\u0131na varan bu modelin Lenin\u2019in Parti hakk\u0131ndaki tezlerine kadar uzand\u0131\u011f\u0131n\u0131 vurgulamam\u0131z gerekir. <strong>\u201cProfesyonel Devrimciler \u00d6rg\u00fct\u00fc\u201d<\/strong>nde denetleyici en temel etkenin sosyalistlerin <strong>\u201cahlaki duru\u015flar\u0131\u201d <\/strong>oldu\u011funu vurgulayan Lenin, asl\u0131nda bu modelin nas\u0131l bir iktidar ili\u015fkisine do\u011fru evrilebilece\u011finin ipu\u00e7lar\u0131n\u0131 veriyordu.<\/p>\n<p>Bu \u00f6rg\u00fctlenme anlay\u0131\u015f\u0131, PKK\u2019de tek ki\u015fiye dayal\u0131 despotik iktidar sisteminin kurulmas\u0131nda teorik-ideolojik ve pratik bir zemin sunmu\u015ftur. Demokratik merkeziyet\u00e7ilik kavram\u0131, bunun \u00e7ok daha dogmatik kavran\u0131\u015f\u0131 ve uygulanmas\u0131, <strong>\u201cHiziplere kar\u015f\u0131 m\u00fccadele\u201d<\/strong> anlay\u0131\u015f\u0131 ve daha bir dizi teorik ve pratik <strong>\u201cbelirleme\u201d <\/strong>\u00d6calan\u2019\u0131n kendi iktidar\u0131n\u0131 kurmada \u00f6n\u00fcn\u00fc sonuna kadar a\u00e7m\u0131\u015ft\u0131r. B\u00fct\u00fcn tasfiye pratiklerini me\u015frula\u015ft\u0131rmada an\u0131lan kavramlar\u0131, <strong>\u201ctasfiyeci\u201d, \u201cHizip\u00e7i\u201d, \u201cprovokat\u00f6r\u201d, \u201cObjektif ajan\u201d<\/strong> gibi kavramlar\u0131 kullanmas\u0131 bo\u015funa de\u011fildir; \u00e7\u00fcnk\u00fc bu kavramlar, <strong>\u201chepimiz\u201d <\/strong>i\u00e7in temel ve biraz itirazs\u0131z <strong>\u201creferans\u201d<\/strong> noktalar\u0131 niteli\u011findeydi. Bir<strong> \u201cAntep Hizbini\u201d <\/strong>bu kadar kolay <strong>\u201chal etmesinde\u201d <\/strong>ve bunun partililerde i\u00e7selle\u015fmesinde an\u0131lan teorik anlay\u0131\u015f\u0131n \u00e7ok b\u00fcy\u00fck rol\u00fc olmu\u015ftur. Buna toplumumuzdaki her t\u00fcrden <strong>\u201cAtaerkil\u201d <\/strong>iktidar ili\u015fkileri, k\u00fclt\u00fcr\u00fc ve bunun ruhlara sinen tortular\u0131, \u00f6nemli bir tarihsel arka plan ve toplumsal temel olu\u015ftursa da an\u0131lan \u00f6rg\u00fctlenme teorisi ve anlay\u0131\u015f\u0131<strong> \u201canti-demokratik\u201d <\/strong>ve despotik iktidar sistemlerinin geli\u015fmesine hat\u0131r\u0131 say\u0131l\u0131r zemin ve katk\u0131 sunmu\u015ftur!<\/p>\n<p>PKK\u2019deki iktidar ili\u015fkilerinin tarihini ve yap\u0131s\u0131n\u0131 tart\u0131\u015f\u0131rken, genel parti teorisi ve modelleri atlamak, kavray\u0131\u015f ve de\u011ferlendirmelerimizde \u00f6nemli \u00f6l\u00e7\u00fcde eksik b\u0131rak\u0131r. Bu <strong>\u201ceksikli\u011fi\u201d<\/strong> de\u011ferlendirmek ve a\u015fmak \u00e7ok \u00f6nemlidir, \u00e7\u00fcnk\u00fc \u00f6nerilecek modeller, se\u00e7enekler de bir bak\u0131ma eskinin ya da var olan\u0131n tekrar\u0131ndan \u00f6te bir \u015fey olmayacakt\u0131r, belki de daha traji-komik bi\u00e7imleriyle\u2026<\/p>\n<p>G\u00fcc\u00fcn tek elde birikmesi ve bunun yine tek elden y\u00f6netilmesi, b\u00f6yle bir merkeziyet\u00e7i yap\u0131, sosyalizmin temel ilkeleri ve varsay\u0131mlar\u0131yla ne kadar ba\u011fda\u015f\u0131r? Bu iktidar \u00e7ekirde\u011finde, teorik olarak her \u015feyin merkezi say\u0131lan i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n konumundan, yarat\u0131c\u0131l\u0131\u011f\u0131ndan s\u00f6z etmek m\u00fcmk\u00fcn m\u00fc?<\/p>\n<p>Ama\u00e7 ve program elbette \u00e7ok \u00f6nemlidir, ama tek ba\u015f\u0131na bir de\u011fer ifade etmedi\u011fi bilinmektedir. Amac\u0131 ger\u00e7ekle\u015ftirme yol, ara\u00e7 ve zeminleri ile program aras\u0131ndaki uyumlu ili\u015fki ve b\u00fct\u00fcnl\u00fck, ama\u00e7taki samimiyet ve tutarl\u0131l\u0131\u011f\u0131n da \u00f6l\u00e7\u00fcs\u00fcd\u00fcr! Ba\u015fka bir ifadeyle amaca varma yolu, ara\u00e7lar\u0131 ve zemini, amac\u0131n somut ger\u00e7ekle\u015fmesini vermiyorsa, ortada ciddi bir tutars\u0131zl\u0131k ve samimiyetsizlik, a\u015f\u0131lmas\u0131 olanaks\u0131z bir paradoks var demektir!<\/p>\n<p>Kim ne derse dersin, \u201cBizim\u201d, sosyalizmin en temel sorunu budur!<\/p>\n<p>Dolay\u0131s\u0131yla bu temel sorunu tart\u0131\u015fmak, bu tart\u0131\u015fmay\u0131 eskiyi a\u015fma ve amaca en uygun olan\u0131n\u0131 bulma aray\u0131\u015f\u0131 do\u011frultusunda yapmak, asl\u0131nda sosyalist kimli\u011fimizin de ka\u00e7\u0131n\u0131lmaz bir gere\u011fidir. A\u015fmak ve amaca uygun se\u00e7eneklerin ortaya \u00e7\u0131kmas\u0131na katk\u0131 sunmak, tart\u0131\u015fman\u0131n ana ekesini olu\u015fturmaktad\u0131r!<\/p>\n<p>7 Aral\u0131k
