Bu \u00f6l\u00e7\u00fcleri par\u00e7a par\u00e7a a\u00e7maya \u00e7al\u0131\u015f\u0131rken amac\u0131m\u0131z, konunun daha iyi kavranabilmesi i\u00e7indir!<\/p>\n<p>Ulus devlet ya da daha do\u011fru bir ifadeyle devlet-ulus teorisi ve program\u0131, demokrasi \u00f6n\u00fcndeki en temel etken olmaktad\u0131r. T\u00fcrk ulusla\u015fmas\u0131, devlet elliyle, devlet zoruyla ve devletin \u00fcretti\u011fi ve her d\u00f6nemde yeniden \u00fcretti\u011fi resmi \u00e7izgiyle geli\u015ftirildi. Bu \u00e7ok y\u00f6nl\u00fc zor \u00f6rg\u00fctlenmesi ve t\u00fcm farkl\u0131l\u0131klar\u0131 bast\u0131ran ve yasaklayan resmi \u00e7izgi ve k\u00fclt\u00fcr geli\u015ftirmek ve kurumla\u015ft\u0131rmak anlam\u0131na geliyor. Hatta i\u015f toplumsal farkl\u0131l\u0131klar\u0131n ink\u00e2r\u0131na, bu ink\u00e2r\u0131n teorile\u015ftirilmesine kadar g\u00f6t\u00fcr\u00fcld\u00fc: \u201cS\u0131n\u0131fs\u0131z, imtiyazs\u0131z bir k\u00fctleyiz\u201d hurafesi, bu \u201ckomik\u201d teorinin en yal\u0131n ifadesi olmaktad\u0131r. T\u00fcm frakl\u0131l\u0131klar ve farkl\u0131 renkler yok say\u0131ld\u0131, ink\u00e2r edildi ve imha program\u0131na al\u0131nd\u0131; bu, TC\u2019nin ink\u00e2rc\u0131, tek\u00e7i ve imhac\u0131 kimli\u011finin \u00f6z\u00fcyd\u00fc. Bu ba\u011flamda;<\/p>\n<p>  <!--more-->  <\/p>\n<p><strong>D\u00f6rt:<\/strong> Demokratikle\u015fmenin, ya da demokrat olman\u0131n di\u011fer bir \u00f6l\u00e7\u00fcs\u00fc de Kemalist Laiklik anlay\u0131\u015f\u0131, kurumla\u015fmas\u0131 ve prati\u011fine kar\u015f\u0131 tav\u0131r, buna kar\u015f\u0131 ger\u00e7ek burjuva anlamda laikli\u011fi savunabilmektir. Bilindi\u011fi gibi resmi laiklik \u00e7izgisi ve kurumla\u015fmas\u0131, s\u00fcre\u00e7 i\u00e7inde Cumhuriyetin \u201cde\u011fi\u015fmezleri\u201d, tabular\u0131 i\u00e7inde yer ald\u0131. Bu, bo\u015funa de\u011fil, Cumhuriyet kurumla\u015fmas\u0131n\u0131n bir gere\u011fi, kendini \u201crasyonelle\u015ftirmenin\u201d bir gere\u011fidir. Askeri despotik dikta, \u00f6zel sava\u015f ve ulus devlet program\u0131 ile resmi laikli\u011fin geli\u015ftirilme ve kurumla\u015fma s\u00fcre\u00e7leri aras\u0131nda s\u0131k\u0131 ba\u011flar var. K\u0131saca a\u00e7makta yarar var.<\/p>\n<p>Resmi laiklik anlay\u0131\u015f\u0131 ile \u015eeyh Sait Direni\u015fin bast\u0131r\u0131lmas\u0131 politikas\u0131 aras\u0131ndaki s\u0131k\u0131 ili\u015fki bir rastlant\u0131 m\u0131? Hi\u00e7 ku\u015fkusuz hay\u0131r! Resmi laiklik \u00e7izgisinin \u015fekillenmesinin iki temel aya\u011f\u0131 ve temel nedeni var. <strong>Birincisi,<\/strong> kendini \u0130slami motiflerle ifade etmeye \u00e7al\u0131\u015fan d\u00f6nemin K\u00fcrt Direni\u015f hareketini bast\u0131rmak ve bast\u0131r\u0131lan bu hareketin kendini yeniden \u00fcretme ve geli\u015ftirme ideolojik ve kurumsal olanaklar\u0131ndan yoksun b\u0131rakmak\u2026 Dolay\u0131s\u0131yla \u015eeyh Sait Direni\u015finden hemen sonra Medrese, Tekke ve Zaviyelerin kapat\u0131lmas\u0131, tarikat ve cemaatlerin kapat\u0131lmas\u0131 ve onlar\u0131n sembollerinin yasaklanmas\u0131 bundan dolay\u0131d\u0131r. Bu, o tarihsel ko\u015fullarda toplumu \u00f6rg\u00fcts\u00fczle\u015ftirme, muhalefetin filizlenebilece\u011fi zeminleri t\u00fcmden ortadan kald\u0131rma hareketinin kendisidir. A\u00e7\u0131k ki o d\u00f6nemde dinsel ideoloji ve form, kendini, ulusal veya ba\u015fka t\u00fcrden ifade etme zemini niteli\u011findeydi. Bir\u00e7ok ulusal hareketin kendisini dinsel formlarda ifade etti\u011fi ve geli\u015ftirdi\u011fi bilinmektedir. Dinsel zemin ve kurumlar K\u00fcrtler a\u00e7\u0131s\u0131ndan belli \u00f6l\u00e7\u00fcde, bu i\u015flevi g\u00f6rmeye yatk\u0131nd\u0131; \u015eeyh Sait Hareketinde oldu\u011fu gibi\u2026<\/p>\n<p>K\u00fcrdistan\u2019da 1920\u2019li y\u0131llarda Medreseler, dinsel bir kurumla\u015fma olmakla birlikte K\u00fcrt\u00e7enin konu\u015fuldu\u011fu, \u00f6\u011fretildi\u011fi, dahas\u0131 ulusal ve yurtsever duygu ve e\u011filimlerin kendini ifade etmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 zeminler niteli\u011findeydi. \u00d6zellikle K\u00fcrdistan\u2019da 19. Y\u00fczy\u0131lda, Behdinan Ayaklanmas\u0131n\u0131n bast\u0131r\u0131lmas\u0131ndan sonra, \u201cBeylik\u201d yap\u0131lanmas\u0131n\u0131n da\u011f\u0131t\u0131lmas\u0131yla birlikte daha k\u00fc\u00e7\u00fck toplumsal ve dinsel birimler \u00f6nem kazand\u0131. Dinsel ve a\u015firet \u00f6rg\u00fctlenmesi, bunlar\u0131n \u201c\u00f6nderlikleri\u201d, toparlanman\u0131n ve yeniden aya\u011fa kalkman\u0131n toplumsal ve siyasal dayanaklar\u0131 niteli\u011findeydi. Bundan dolay\u0131 bu direni\u015flerin bast\u0131r\u0131lmas\u0131 s\u00fcreci, ayn\u0131 zamanda bu birimlerin tasfiye edilmesi, yasak ve s\u00fcrg\u00fcnlerin etkin kullan\u0131lmas\u0131 s\u00fcreci olmu\u015ftur.<\/p>\n<p>Bu yap\u0131l\u0131rken dinsel motifler ve ger\u00e7eklikler son derece abart\u0131lm\u0131\u015ft\u0131r. Bununla bast\u0131rma ve her t\u00fcrl\u00fc ulusal, dinsel ve toplumsal farkl\u0131l\u0131k ink\u00e2r edilerek imha etme politikas\u0131n\u0131 \u201cme\u015frula\u015ft\u0131rma\u201d ara\u00e7lar\u0131 da geli\u015ftirilmi\u015ftir. \u201c\u0130rticaa kar\u015f\u0131 Cumhuriyetin uygarl\u0131k hareketi\u201d savunusu, Cumhuriyet ve program\u0131n\u0131 ger\u00e7ekle\u015ftirme a\u00e7\u0131s\u0131ndan \u00f6nemli bir i\u015flev g\u00f6rm\u00fc\u015ft\u00fcr! K\u00fcrt direni\u015flerinin bast\u0131r\u0131lmas\u0131nda \u201cDinsel gericili\u011fe kar\u015f\u0131 ilericilik\u201d gerek\u00e7esi, \u00f6nemli bir me\u015frula\u015ft\u0131rma arac\u0131 olarak kullan\u0131lm\u0131\u015ft\u0131r. K\u0131sacas\u0131 resmi laikli\u011fin K\u00fcrdistan boyutu, TC\u2019ye kar\u015f\u0131 her t\u00fcrl\u00fc ulusal direni\u015f d\u00fc\u015f\u00fcncesi ve duygusunun ideolojik ve k\u00fclt\u00fcrel temellerini ortadan kald\u0131rma, yeniden \u00f6rg\u00fctlenme ve direnme e\u011filimini t\u00fcmden yok etme stratejik hedefine oturmaktad\u0131r\u2026<\/p>\n<p>T\u00fcrkiye aya\u011f\u0131 ve gerek\u00e7eleri ise k\u0131saca \u015f\u00f6yle \u00f6zetlenebilir: Dinsel ideolojinin gerici, geri \u00e7eken, politik olarak Sultan ve Halife\u2019ye ba\u011flayan boyutlar\u0131 bilinmektedir. Yine Sultan ve Halifeli\u011fe ba\u011fl\u0131l\u0131k d\u00fc\u015f\u00fcncesini ve gelene\u011fini t\u00fcmden tasfiye etme ve olu\u015fturulan Kemalist iktidar\u0131n ideolojik ve toplumsal temellerini g\u00fc\u00e7lendirme hedefleri var. Cumhuriyetin bu anlamda kendini me\u015frula\u015ft\u0131rma kayg\u0131s\u0131 da bilinmektedir. \u201cModernle\u015fmenin\u201d b\u00f6yle bir boyutu da var. Ancak bunlar i\u015fin bir boyutudur. Elbette \u00f6nemsiz de\u011fildir, ama bu \u00e7al\u0131\u015fman\u0131n konusu de\u011fildir! Cumhuriyet rejiminin bu konuda esas \u00e7\u0131k\u0131\u015f noktas\u0131, her t\u00fcrl\u00fc muhalefeti ve farkl\u0131l\u0131\u011f\u0131 bast\u0131rma, tek tip bir toplum ve siyaset k\u00fclt\u00fcr\u00fcn\u00fc olu\u015fturma hedefidir. Burada yap\u0131lan, burjuva laikli\u011finde oldu\u011fu gibi, dini t\u00fcm siyasal ve devlet ya\u015fam\u0131ndan \u00e7\u0131karma, devlet ve din i\u015flerini bir birinden ay\u0131rma de\u011fil, tersine dini devletin tekeline alma, dini devletin ve onun resmi \u00e7izgisinin hizmetine sunma, b\u00f6ylece devletin y\u00f6netti\u011fi tek tip \u201cdevlet-dini\u201d egemen k\u0131lma, b\u00fct\u00fcn dinsel e\u011filim ve farkl\u0131l\u0131klar\u0131 bu kurumla\u015fma i\u00e7inde eritme veya yok etme esast\u0131r!<\/p>\n<p>Politik alana kayma e\u011filiminde olan \u0130slam, devlet i\u00e7in ciddi bir \u201c\u0130\u00e7 tehdit\u201d olarak alg\u0131lanm\u0131\u015ft\u0131r. Bununla birlikte devletin din tekeli ve egemenli\u011fi kurumla\u015ft\u0131ktan sonra \u0130slam ve onun her t\u00fcrden \u00f6rg\u00fctlenmesi ve olanaklar\u0131 sola, devrimci ve sosyalist hareketlere, daha sonra K\u00fcrt direni\u015f hareketlerine kar\u015f\u0131 ideolojik ve fiili sald\u0131r\u0131 silah\u0131 olarak kullan\u0131lm\u0131\u015ft\u0131r. Daha sonra geli\u015fen \u0130slami hareketlerin resmi \u00e7izgi renklerini ta\u015f\u0131mas\u0131, Irk\u00e7\u0131 \u015foven ideolojinin a\u011f\u0131r etkisinde olmalar\u0131, her d\u00fczeyde gericili\u011fi temsil etmeleri, devlet ile ya\u015fad\u0131klar\u0131 bu s\u00fcrekli ili\u015fkiden kaynaklanmaktad\u0131r. Ku\u015fkusuz bunun k\u00f6kleri Osmanl\u0131 Devletine kadar uzanmaktad\u0131r, ama burada bu noktalara uzanma gere\u011fini duymuyoruz.<\/p>\n<p>Dinin devletin tekeline, egemenli\u011fine ve mutlak denetimine al\u0131nmas\u0131, bunun sonucunda resmi devlet dininin t\u00fcm topluma egemen k\u0131l\u0131nmas\u0131; hem \u0130slami motiflerle geli\u015febilecek muhalif e\u011filimleri bast\u0131rmada bir dayanak olmu\u015f, hem de bu resmi devlet dini d\u0131\u015f\u0131nda kalan dinsel inan\u00e7lar\u0131n ink\u00e2r edilmelerini, bast\u0131r\u0131lmalar\u0131n\u0131 sa\u011flam\u0131\u015f ve yok edilme politikalar\u0131na konu edilmelerini getirmi\u015ftir. En ba\u015fta Alevilerin ink\u00e2r edilmeleri, dinsel inan\u00e7lar\u0131n\u0131n ve bu ba\u011flamdaki b\u00fct\u00fcn hak ve istemlerinin yok say\u0131lmas\u0131, bast\u0131r\u0131lmas\u0131 bu laiklik anlay\u0131\u015f\u0131 ve onun kumla\u015fmas\u0131n\u0131n do\u011frudan bir sonucudur. Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131 gibi bir kurum, devlet i\u00e7in en \u00e7ok mali kaynak ve kadroya sahip bir kurum, devletin din \u00fczerindeki egemenli\u011fi ve denetiminin kurumsal ifadesidir; bu, ayn\u0131 zamanda yarat\u0131lan devlet dininin g\u00fcc\u00fcn\u00fc, olanak ve derinli\u011fini g\u00f6steren ilgin\u00e7 bir yap\u0131d\u0131r. Bunun ger\u00e7ek anlamda burjuva laikli\u011fi ile bir ili\u015fkisi olabilir mi?<\/p>\n<p>Bu kurumla\u015fma, Tek Devlet, Tek Millet, Tek Vatan, Tek Dil, Tek Din gibi \u201cTeklere\u201d dayanan ve bunlar\u0131 kurumla\u015ft\u0131ran resmi \u00e7izginin en somut ve \u00e7arp\u0131c\u0131 yap\u0131lar\u0131ndan biridir. Bu yap\u0131 ve ona can ve ruh veren anlay\u0131\u015f, resmi \u00e7izgi da\u011f\u0131t\u0131lmadan, tasfiye edilmeden demokratikle\u015fme konusunda tek bir ad\u0131m atmak bile olanakl\u0131 de\u011fildir!<\/p>\n<p>Alevilerin inan\u00e7 \u00f6zg\u00fcrl\u00fckleri de buradan ge\u00e7mektedir.<\/p>\n<p>Ge\u00e7meden resmi laiklik konusunda Alevilerin \u00f6nemli bir paradoksuna parmak basmak gerekir: \u0130lgin\u00e7tir, ama nedensiz de\u011fildir: Aleviler, genel olarak, kendilerini yok sayan, dinsel inan\u00e7lar\u0131n\u0131 ink\u00e2r eden, inan\u00e7sal \u00f6zg\u00fcrl\u00fckleri \u00f6n\u00fcnde bir duvar gibi y\u00fckselen resmi laikli\u011fe tutkuyla ba\u011fl\u0131d\u0131rlar. Sadece dinsel ve inan\u00e7sal ink\u00e2r ve yok sayma de\u011fil, ayn\u0131 zamanda bu resmi \u00e7izgi ve devletin say\u0131s\u0131z katliam\u0131na konu olmu\u015flard\u0131r. Mara\u015f ve Sivas bunlar\u0131n en \u00e7ok bilinen ve travmatik sonu\u00e7lar\u0131 bug\u00fcne kadar uzanan katliamlard\u0131r. S\u00fcrekli abart\u0131lan ve bir silah olarak kullan\u0131lan \u015feriat tehlikesi, Osmanl\u0131\u2019ya kadar uzanan dinsel bask\u0131 ve k\u0131r\u0131mlar\u0131n bilin\u00e7 ve bilin\u00e7altlar\u0131nda yaratt\u0131\u011f\u0131 derin korkular, buna kar\u015f\u0131 Cumhuriyetin getirdi\u011fi \u00e7ok s\u0131n\u0131rl\u0131 olanaklar ve bunun yan\u0131lsamal\u0131 bilinci, an\u0131lan paradoksun \u00f6nemli nedenleri aras\u0131ndad\u0131r. Aleviler, ku\u015fkusuz ya\u015fad\u0131klar\u0131 bu paradoksu a\u015fmak, Cumhuriyet ve onun laiklik \u00e7izgisi ve kurumla\u015fmas\u0131yla temelde hesapla\u015fmak, kendi \u00f6zg\u00fcrl\u00fck istemlerinin bu Cumhuriyete ve onun resmi \u00e7izgisine s\u0131\u011fmayaca\u011f\u0131n\u0131 bilmek ve bu bilin\u00e7le hareket etmek durumundad\u0131rlar. Yoksa AKP iktidar\u0131 eliyle ger\u00e7ekle\u015ftirilen \u201c\u00c7al\u0131\u015ftaylar\u201ddan Alevilere dinsel-inan\u00e7sal \u00f6zg\u00fcrl\u00fc\u011f\u00fcn gelemeyece\u011fini bilmek durumundad\u0131rlar. Ku\u015fkusuz devlet d\u00fczleminde, en az\u0131ndan varl\u0131\u011f\u0131 ve haklar\u0131n\u0131n tart\u0131\u015fma konusu olmas\u0131 bir \u015feydir, eskiye g\u00f6re ink\u00e2r\u0131n delinmesi anlam\u0131na gelir; ama bunun \u00f6zg\u00fcrl\u00fck olmad\u0131\u011f\u0131n\u0131, dahas\u0131 \u00f6zg\u00fcrl\u00fc\u011f\u00fcn \u00f6n\u00fcn\u00fc kapatan, esas olarak amac\u0131 bu olan, devletin denetimine alma amac\u0131 olan bir giri\u015fim oldu\u011funu bilmek durumundad\u0131rlar\u2026<\/p>\n<p>Cumhuriyet, bir i\u00e7 sava\u015f, bir \u00f6zel sava\u015f ayg\u0131t\u0131 olarak kendisini kurumla\u015ft\u0131rd\u0131 ve her d\u00f6nemin ihtiya\u00e7lar\u0131na g\u00f6re yeniden \u00f6rg\u00fctledi, onun tarihi, bir bak\u0131ma bunun tarihidir\u2026<\/p>\n<p><em>Devam
