G\u00fcncel geli\u015fmeler yine yak\u0131c\u0131l\u0131\u011f\u0131n\u0131 koruyor, \u00f6yle de olsa bu geli\u015fmeleri daha do\u011fru kavramak ve do\u011fru tutum geli\u015ftirmek i\u00e7in bu \u00e7er\u00e7eve \u00e7al\u0131\u015fmam\u0131za devam etmemiz gerekiyor. Belli bir hat\u0131rlatma ve gerekli ba\u011flant\u0131y\u0131 kurmak a\u00e7\u0131s\u0131ndan bir \u00f6nceki b\u00f6l\u00fcmden bir paragraf\u0131 buraya aktarmakta yarar var. Bir \u00f6nceki b\u00f6l\u00fcm\u00fcn son paragraf\u0131 \u015f\u00f6yleydi:<\/p>\n<p>Ku\u015fkusuz Ba\u011f\u0131ms\u0131z ve Demokratik K\u00fcrdistan istemi ve hakk\u0131, K\u00fcrdistan halk\u0131n\u0131n temel hakk\u0131d\u0131r, ben de bundan yanay\u0131m! Benim tasavvurlar\u0131ma ra\u011fmen kurulan veya kurulacak olan \u201cK\u00fcrdistanlar\u201d, kurulu d\u00fczenlere eklemlenen ba\u015fka yap\u0131, yap\u0131lar olur. Bu \u00e7ok a\u00e7\u0131k\u2026 Ama hangi nitelikte olursa olsun, hangi d\u00fczen ve iktidar ili\u015fkileri alt\u0131nda olursa olsun \u201cHer K\u00fcrdistan benim hayalimdir\u201d s\u00f6z\u00fc benim olamaz! Bu noktada m\u00fccadelemin bir hedefinin de bu i\u00e7 egemenler, iktidarlar ve d\u00fczenlerin kendisi olaca\u011f\u0131 \u00e7ok a\u00e7\u0131kt\u0131r. Bu konudaki g\u00f6r\u00fc\u015flerimi K\u00fcrdistan somutunda daha da netle\u015ftirmek gerekecek. Yine tart\u0131\u015ft\u0131\u011f\u0131m\u0131z konu bak\u0131m\u0131ndan somutla\u015fan devrimci olmayan, ama kendisini \u00f6yle yans\u0131tan yakla\u015f\u0131mlara daha yak\u0131ndan bakmam\u0131z gerekecek\u2026\u201d<\/p>\n<p>  <!--more-->  <\/p>\n<p>Evet, Ba\u011f\u0131ms\u0131z ve demokratik K\u00fcrdistan i\u00e7in m\u00fccadele etmek, bu do\u011frultulardaki m\u00fccadeleleri desteklemek \u00f6nemli ve gereklidir; ancak bu ne pahas\u0131na olursa olsun de\u011fil; g\u00f6z\u00fc kapal\u0131 olarak de\u011fil. Belli bir ele\u015ftirel tutum ve \u00f6ng\u00f6r\u00fc, gelecek tasar\u0131m\u0131na dayal\u0131 ilkeli bir duru\u015fa dayanmak durumundad\u0131r. Burada ideolojik ve politik duru\u015f, gelecek toplum tasar\u0131m\u0131n\u0131 genel ilkeleri bu deste\u011fin niteli\u011fini, bi\u00e7imini ve ko\u015fullar\u0131n\u0131 da belirleyecektir. Belirlemek durumdad\u0131r.<\/p>\n<p>Elbette ulusal hareketi, i\u00e7inde \u00e7\u0131kt\u0131\u011f\u0131 toplumun toplumsal yap\u0131s\u0131ndan, bunun politik d\u00fczlemdeki yans\u0131ma ve bi\u00e7imlerinden soyutlamak m\u00fcmk\u00fcn de\u011fildir. Bu konuda K\u00fcrdistan \u00f6rne\u011fi \u00fczerinde durmak son derece \u00f6\u011fretici olacakt\u0131r:<\/p>\n<p>Daha \u00f6ncesi bir yana 1970\u2019li y\u0131llardan sonraki geli\u015fmelere ana \u00e7izgileriyle bakal\u0131m: G\u00fcney K\u00fcrdistan\u2019da M. Barzani \u00f6nderli\u011findeki hareket a\u011f\u0131r bir yenilgiye u\u011fram\u0131\u015ft\u0131, sonras\u0131nda b\u00f6l\u00fcnmeler ve farkl\u0131la\u015fmalar ba\u015flam\u0131\u015ft\u0131. Bunun sonucunda KDP ve YNK iki temel \u00f6rg\u00fct olarak bu hareketi denetlemeye ve y\u00f6nlendirmeye ba\u015flad\u0131lar. \u0130ki hareketin program\u0131 a\u015fa\u011f\u0131 yukar\u0131 birbirine yak\u0131nd\u0131. Bu, <em>\u201cIrak\u2019a demokrasi, K\u00fcrdistan\u2019a \u00f6zerklik\u201d<\/em> bi\u00e7iminde \u00f6zetleniyordu. Bu partiler, bu hedeflerine ula\u015fmak i\u00e7in emperyalist devletler ve di\u011fer s\u00f6m\u00fcrgeci g\u00fc\u00e7lerle ittifak yapmay\u0131, onlar\u0131n Irak ve b\u00f6lge politikalar\u0131ndan yararlanmay\u0131 stratejik bir yakla\u015f\u0131m olarak ele al\u0131yor ve uyguluyorlard\u0131. Konunun ayr\u0131nt\u0131lar\u0131na girmek elbette burada konumuz de\u011fildir. Ancak bu noktada \u015funlar\u0131n alt\u0131 \u00e7izilebilir:<\/p>\n<p>Ba\u011f\u0131ms\u0131z ve \u00f6zerk K\u00fcrdistan talepleri asgari olarak K\u00fcrt halk\u0131n\u0131n me\u015fru taleplerini yans\u0131t\u0131yor, bunlar\u0131n ger\u00e7ekle\u015fmesi ulusla\u015fmaya \u00f6nemli katk\u0131larda bulunuyordu. Ba\u015fka g\u00fc\u00e7lerin stratejisine dayanarak bir \u015feyler elde edilebilirdi, ama bunun gelece\u011fi yine an\u0131lan stratejinin gelece\u011fine ve kaderine ba\u011fl\u0131yd\u0131. \u0130kincisi bu program ve strateji ve bu partilerin temsil etti\u011fi toplumsal g\u00fc\u00e7 ili\u015fkileri ve \u00f6ng\u00f6rd\u00fckleri iktidar ili\u015fkileri ulusla\u015fmaya belli bir katk\u0131 sunmakla birlikte toplumun t\u00fcm\u00fcn\u00fcn \u00e7\u0131karlar\u0131na hitap etmesi, s\u0131n\u0131fsal do\u011fas\u0131, olu\u015fturulan ili\u015fkilerin niteli\u011fi nedeniyle m\u00fcmk\u00fcn de\u011fildi. B\u00f6yle bir K\u00fcrdistan onlar i\u00e7in \u201cyeteli\u201d olabilirdi, bu, bir bak\u0131ma onlar\u0131n \u201cK\u00fcrdistan\u201d\u0131 idi; ama geni\u015f toplumsal kesimler i\u00e7in yeterli olamazd\u0131. Elbette bu, \u00f6nemli bir geli\u015fme idi, \u00f6yle de olsa yeni bir tarihsel s\u00fcre\u00e7 egemenler cephesinin d\u0131\u015f\u0131nda kalan geni\u015f toplumsal kesimlerin \u00f6n\u00fcnde a\u00e7\u0131l\u0131yordu. Geni\u015f toplumsal kesimlerin \u00f6n\u00fcnde yeni bir m\u00fccadele s\u00fcreci ve gelecek hedefi uzan\u0131yordu. Onlar\u0131n hayalindeki K\u00fcrdistan ba\u015fkayd\u0131, e\u015fitlik ve \u00f6zg\u00fcrl\u00fc\u011f\u00fcn egemen oldu\u011fu bir gelecek tasavvuru olmak durumundayd\u0131.<\/p>\n<p>Buraya kadar s\u00f6ylediklerimiz, belki de bir tekrar\u0131 ifade edebilir, ama bundan sonras\u0131 ile birlikte ele al\u0131nd\u0131\u011f\u0131nda bunun anlam\u0131 daha iyi anla\u015f\u0131l\u0131r. Bu ele\u015ftirel bilince, egemen s\u0131n\u0131flar\u0131n iktidar\u0131 ellerine ge\u00e7irdikleri ve bunu sa\u011flamla\u015ft\u0131rd\u0131klar\u0131 bir d\u00f6nemde de\u011fil, daha i\u015fin ba\u015f\u0131nda sahip olmak ve onun gere\u011fi ele\u015ftirel ve politik bir \u00e7izgi ve tutumu geli\u015ftirmek gerekir. Yani hen\u00fcz m\u00fccadelenin \u201cilk\u201d d\u00f6nemlerinden ba\u015flayan bir duru\u015f ve politik tutumun ka\u00e7\u0131n\u0131lmazl\u0131\u011f\u0131ndan s\u00f6z ediyoruz. Eksik olan ve hep ihmal edilen bu olmu\u015ftur. \u201cOkun sivri ucu\u201d hep \u201cD\u0131\u015f g\u00fc\u00e7lere\u201d, s\u00f6m\u00fcrgeci sistemlere y\u00f6neltilmi\u015f, ama i\u00e7te kurulan ve esas olarak iktidar dersini sava\u015ft\u0131\u011f\u0131 g\u00fc\u00e7ten alan ve onu ad\u0131m ad\u0131m kuran, bu kurulu\u015f s\u00fcrecinde her t\u00fcrl\u00fc keyfili\u011fi \u201culusal \u00e7\u0131kar\u201d, \u201cdevrimin \u00e7\u0131kar\u0131\u201d gibi s\u00f6zlerle me\u015frula\u015ft\u0131ran \u201ci\u00e7 iktidarla\u015fma s\u00fcrecine\u201d tav\u0131r ise her zaman \u00f6nemli g\u00f6r\u00fclmemi\u015ftir. Ya da \u00f6nemsendi\u011finde ise bu e\u011filim, ezilmekten kurtulamam\u0131\u015ft\u0131r. Bu iki temel nedenden dolay\u0131 b\u00f6yle olmu\u015ftur: Biri, sa\u011fl\u0131kl\u0131 bir iktidar ele\u015ftirisine ve alternatif bilincine-projesine sahip olmamakt\u0131r; di\u011feri de i\u00e7 iktidarla\u015fma s\u00fcrecinin hi\u00e7bir \u00f6l\u00e7\u00fc ve kural tan\u0131mayan ac\u0131mas\u0131zl\u0131\u011f\u0131d\u0131r. Bu ikisi birle\u015fince ve b\u00fct\u00fcn bunlar, bitek bir iktidar k\u00fclt\u00fcr\u00fc ve tarih arka plan\u0131na sahipken, ezilmek, neredeyse bir \u201ckader\u201d haline gelmi\u015ftir.<\/p>\n<p>G\u00fcney K\u00fcrdistan\u2019da ulusal hareketin iki b\u00fcy\u00fck parti taraf\u0131ndan denetlenmesi ve bunlar aras\u0131nda belli bir dengenin kurulmu\u015f olmas\u0131, iktidar\u0131n t\u00fcmden tek elde ve merkezde toplanmas\u0131n\u0131 ve merkezile\u015fmesini belli \u00f6l\u00e7\u00fclerde engellemi\u015f ve bu \u201cg\u00fc\u00e7 da\u011f\u0131l\u0131m\u0131 ve denge\u201dnin yol a\u00e7t\u0131\u011f\u0131 gediklerden ba\u015fka e\u011filimlerin de ya\u015fam hakk\u0131 bulmas\u0131na neden olmu\u015ftur. Ancak merkezile\u015fmenin yo\u011funla\u015fmas\u0131na paralel olarak bu farkl\u0131lar\u0131n ya\u015fam ve ifade alan\u0131 da daralm\u0131\u015f ve giderek yok olmaya yakla\u015fm\u0131\u015ft\u0131r. G\u00fcc\u00fc daha kat\u0131 bir bi\u00e7imde merkezile\u015ftiren, bunu tek bir aile ve onun dar \u00e7evresi ile s\u0131n\u0131rland\u0131ran KDP\u2019de farkl\u0131 e\u011filimlerin ya\u015fam \u015fans\u0131 daha az olmu\u015f, ya da hemen hemen hi\u00e7 olmam\u0131\u015ft\u0131r. Bug\u00fcn de ya\u015fanan durum budur! YNK ise kendi i\u00e7inde daha \u00e7ok bir koalisyonu ya\u015fad\u0131\u011f\u0131 i\u00e7in farkl\u0131l\u0131klar\u0131n varl\u0131\u011f\u0131 ve bunun s\u0131n\u0131rlar\u0131 daha geni\u015f olabilmi\u015ftir. Yani demek istiyoruz ki, farkl\u0131l\u0131klara ho\u015fg\u00f6r\u00fc ve onlar\u0131n varl\u0131\u011f\u0131na sayg\u0131, demokratik ilke sayesinde de\u011fil, demokrasinin \u00f6z\u00fcmsemesi sayesinde de\u011fil, tamamen g\u00fc\u00e7 ili\u015fkilerinin da\u011f\u0131l\u0131m\u0131, g\u00fcc\u00fcn merkezile\u015fmesi veya \u201cmerkez ka\u00e7\u201d bir nitelikte olmas\u0131yla do\u011frudan ilintilidir\u2026<\/p>\n<p>Bu noktada ulusal kurtulu\u015f hareketine kar\u015f\u0131 tav\u0131r konusu, onun i\u00e7 iktidar yap\u0131lanmas\u0131na ve ili\u015fkilerine, bunun somut ger\u00e7ekle\u015fme bi\u00e7imlerine ve uygulamalar\u0131na kar\u015f\u0131 kay\u0131ts\u0131z kalmay\u0131 a\u015fmak durumundad\u0131r. Ancak ne yaz\u0131k bug\u00fcne kadar bu \u00f6nemli boyut es ge\u00e7ildi, hep g\u00f6rmezden gelindi. Burada ele\u015ftirel tavr\u0131, bilinen genel yanl\u0131\u015f politikalar ve uygulamalarla s\u0131n\u0131rlamak do\u011fru de\u011fildir. Kald\u0131 ki, bu, belli \u00f6l\u00e7\u00fclerde, \u015fu veya bu \u015fekilde yap\u0131lm\u0131\u015ft\u0131r da\u2026 Ele\u015ftirel tavr\u0131, gelecek projesi ve bunun bug\u00fcnden ger\u00e7ekle\u015fme alan\u0131 olan iktidarla\u015fman\u0131n kendisine y\u00f6nelik yapmak gerekir. Bunun i\u00e7in ise bug\u00fcne kadar var olan iktidar anlay\u0131\u015f ve bilin\u00e7lerini a\u015fan bir \u201ciktidar\u201d bilincine sahip olmak ka\u00e7\u0131n\u0131lmaz olmaktad\u0131r\u2026<\/p>\n<p>Ulusal m\u00fccadele s\u00fcrecini y\u00f6neten ve denetleyenler, yani \u201ciktidar\u201d olanlar, hedefledikleri devlet ve d\u00fczenin niteli\u011fi ve bi\u00e7imini belirlemi\u015f oluyorlar. Ulus ad\u0131na ve ulus i\u00e7in, vatan ad\u0131na ve vatan i\u00e7in, dedikleri ve egemen olduklar\u0131 s\u00fcre\u00e7, asl\u0131nda, kendilerinin damgalar\u0131n\u0131 vurduklar\u0131, iktidar olduklar\u0131, yani kendi \u201cK\u00fcrdistan\u201dlar\u0131d\u0131r! Bug\u00fcne kadar ger\u00e7ekle\u015fen ulusal hareketlerin sonucunda kurulan \u201culus\u201d ve \u201cvatanlar\u0131n\u201d bundan ba\u015fka bir kaderi olmu\u015f mudur? Bunun bir tek \u00f6rne\u011fi var m\u0131? Kendi i\u00e7yap\u0131lar\u0131 ve iktidarla\u015fma s\u00fcre\u00e7leri sonucu \u00e7ok daha kat\u0131 ve ezici diktat\u00f6rl\u00fcklere y\u00f6nelen \u201culusal hareketler\u201d de az olmam\u0131\u015ft\u0131r. Kambo\u00e7ya\u2019daki Pol Pot Vakas\u0131, sadece bunlar\u0131n en u\u00e7 \u00f6rne\u011fidir! Sorun sadece kurulan d\u00fczenlerin ba\u011f\u0131ml\u0131, yeni s\u00f6m\u00fcrge ili\u015fkilerinin egemen oldu\u011fu s\u00f6m\u00fcr\u00fcc\u00fc sistemler haline gelmi\u015f olmalar\u0131 de\u011fil, daha da \u00f6nemlisi, ulusal hareket s\u00fcrecinde kurulan ve ad\u0131m ad\u0131m merkezile\u015fen iktidar\u0131n yo\u011funla\u015fmas\u0131 ve tek elde toplanmas\u0131 \u00e7ok daha \u00fczerinde durulmas\u0131 gereken bir konu olmaktad\u0131r. Yani ulusal hareket ve iktidar sorunu, bu s\u00fcre\u00e7te ger\u00e7ekle\u015fen iktidar yap\u0131s\u0131 ve ili\u015fkileri, m\u00fccadele edenler ile y\u00f6netenler aras\u0131nda meydana gelen farkl\u0131la\u015fma ve uzla\u015fmaz kar\u015f\u0131tl\u0131k gibi temel noktalar en ba\u015fta ele\u015ftiri konusu olmak durumundad\u0131r. Bu yap\u0131lmadan, verilecek deste\u011fin s\u0131n\u0131rlar\u0131, anlam\u0131 ve \u00f6l\u00e7\u00fcleri de bulan\u0131kla\u015f\u0131r; destekle \u201cson tahlilde\u201d neye hizmet edildi\u011fi belirsizle\u015fir gider\u2026<\/p>\n<p>Yeniden K\u00fcrdistan \u00f6rne\u011fine d\u00f6nelim: G\u00fcney K\u00fcrdistan\u2019a ve orada egemen olan Partilere, onlar\u0131n kurumla\u015fan iktidarlar\u0131na, bunlar\u0131n izledikleri i\u00e7 ve d\u0131\u015f politikalara yakla\u015f\u0131m\u0131n ne olmas\u0131 gerekti\u011fi sorusunun yan\u0131t\u0131, bu genel \u00e7er\u00e7evede bir anlam kazan\u0131r. Burada s\u00f6m\u00fcrgeci tehdit ve yeniden s\u00f6m\u00fcrge egemenli\u011fi alt\u0131na girme tehlikesini de g\u00f6z ard\u0131 etmek \u00f6nemli bir yan\u0131lg\u0131 olacakt\u0131r. Bu noktada s\u00f6m\u00fcrgeci tehdit ve yeniden s\u00f6m\u00fcrgele\u015fme tehlikelerine kar\u015f\u0131 tav\u0131r almak ve bunu politik bir program ba\u011flam\u0131nda kavramak \u00f6nemlidir. Ancak bunun mevcut iktidarlara kar\u015f\u0131 net ve devrimci bir duru\u015fla, programatik bir duru\u015fla birle\u015ftirmek de daha az \u00f6nemli de\u011fildir! Bu iki tav\u0131r ve g\u00f6rev, ayn\u0131 zamanda bir paradoksa i\u015faret etmektedir; bu paradoks ulusal hareketin tarihsel do\u011fas\u0131ndan kaynaklanmaktad\u0131r\u2026 Bu paradoksu devrimci anlamda \u00e7\u00f6zmenin ve a\u015fman\u0131n yolu, yine bundan kaynaklanabilecek olumsuz etkileri en aza indirgemenin yolu, bu \u00e7al\u0131\u015fma boyunca ortaya koymaya \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z devrimci ele\u015ftirel bak\u0131\u015f a\u00e7\u0131s\u0131ndan ve tav\u0131rdan ge\u00e7mektedir.<\/p>\n<p>Esas olarak ulusal kurtulu\u015f s\u00fcrecinin y\u00fck\u00fcn\u00fc \u00e7eken emek\u00e7ilerin, ezilen toplumsal s\u0131n\u0131f ve kesimlerin bu s\u00fcre\u00e7te kendi \u201cK\u00fcrdistan\u201dlar\u0131n\u0131 kurma olanaklar\u0131 var m\u0131? Ne kadar?<\/p>\n<p>Teorik olarak bu soruya \u201cevet\u201d demek m\u00fcmk\u00fcn, ancak tarihsel ve toplumsal ger\u00e7eklik, bunun en az\u0131ndan yak\u0131n gelecekte son derece g\u00fc\u00e7 oldu\u011funu ortaya koymaktad\u0131r. \u00d6yle de olsa bunun bilincini, program\u0131n\u0131, teorik \u00e7er\u00e7evesini ortaya koymak, ulusal kurtulu\u015f s\u00fcrecinde ortaya \u00e7\u0131kan despotik, tek elde, tek ki\u015fide cisimle\u015fen iktidar yap\u0131s\u0131n\u0131 de\u015fifre etmek, a\u015f\u0131lmas\u0131 do\u011frultusunda belli bir \u00e7aba i\u00e7inde olmak \u00e7ok \u00f6nemlidir ve bug\u00fcnden yar\u0131na ertelenmez bir g\u00f6revdir\u2026<\/p>\n<p>DTP kapat\u0131ld\u0131 ve milletvekilleri istifa kararlar\u0131n\u0131 ald\u0131lar. Diyarbak\u0131r\u2019da toplanan DTK ise \u201ckeskin\u201d bir bildiri yay\u0131nlad\u0131. PKK-KCK y\u00f6netimi de bu kararlar\u0131n arkas\u0131nda oldu\u011funu resmen deklere etti. Ancak bir g\u00fcn sonra \u0130mral\u0131\u2019dan gelen mesajla bu karar ve \u201ckeskin\u201d laflar\u0131n hi\u00e7bir h\u00fckm\u00fcn\u00fcn olmad\u0131\u011f\u0131 ortaya \u00e7\u0131kt\u0131. Peki neden? Neden bu \u201ckurum\u201d, \u201corgan\u201d ve ki\u015filerin hi\u00e7bir iktidar h\u00fckm\u00fc yok? Ger\u00e7ek ve tek iktidar kim, nedir? Bu sorular\u0131n yan\u0131t\u0131n\u0131 tam olarak vermek i\u00e7in bu \u00e7al\u0131\u015fman\u0131n bundan sonraki b\u00f6l\u00fcm\u00fcne biraz daha ayr\u0131nt\u0131l\u0131 olarak bakmam\u0131z
