Peki, bu nas\u0131l bir iktidar \u00e7at\u0131\u015fmas\u0131d\u0131r? S\u0131radan ve daha \u00e7ok basit \u00e7\u0131kar hesaplar\u0131na dayanan bir iktidar \u00e7at\u0131\u015fmas\u0131 m\u0131, yoksa daha geni\u015f kapsaml\u0131, belli bir siyasal program\u0131 \u00f6ng\u00f6ren ve bununla birlikte iktidar ili\u015fkilerini ve konumlar\u0131n\u0131 yeniden d\u00fczenlemeyi hedefleyen bir iktidar \u00e7at\u0131\u015fmas\u0131 m\u0131?<\/p>\n<p>Bir kez daha vurgulamakta yarar var: \u00c7at\u0131\u015fman\u0131n ana zemini ve \u201ctaraflar\u0131\u201d esas olarak T\u00fcrkiye ve TC devletinin kendisi olsa da bunun \u00e7ok temelli uluslararas\u0131 ve b\u00f6lgesel ayaklar\u0131, dayanaklar\u0131 ve \u00fczerine oturdu\u011fu bir \u00e7er\u00e7eve var. Zaten bu \u00e7er\u00e7eve ve dayanaklar olmasa bu \u00e7at\u0131\u015fman\u0131n ba\u015far\u0131 \u015fans\u0131 pek olmaz, k\u0131s\u0131r ve g\u00fcd\u00fck kalmaya mahk\u00fbm olur. Bunun, sonu\u00e7ta, bu i\u015fe \u201cc\u00fcret\u201d edenlerin alt\u0131nda kalaca\u011f\u0131 bir giri\u015fimden \u00f6te bir de\u011fer kazanmayaca\u011f\u0131 \u00e7ok a\u00e7\u0131kt\u0131r.<\/p>\n<p>Vurgulamam\u0131z ve hat\u0131rlatmam\u0131z gereken bir di\u011fer nokta da \u015fudur: Belli bir programa dayanan ve iktidar ili\u015fkilerini hedefleyen bir iktidar \u00e7at\u0131\u015fmas\u0131 s\u00fcreci devam etmektedir. Bu, \u00e7ok y\u00f6nl\u00fc ve zamana yayd\u0131r\u0131lm\u0131\u015f olarak ve \u015fiddet ve uzla\u015fma boyutlar\u0131n\u0131 i\u00e7eren bir \u201cyeniden d\u00fczenleme\u201d s\u00fcrecidir. Ancak burada s\u00f6z\u00fcn\u00fc etti\u011fimiz \u201cprogram\u201d, Cumhuriyeti demokratikle\u015ftirme program\u0131 de\u011fildir. Cumhuriyetin bug\u00fcne kadar \u00e7\u00f6zemedi\u011fi, geleneksel yap\u0131s\u0131 ve iktidar ili\u015fkileriyle \u00e7\u00f6zme \u015fans\u0131n\u0131 yitirdi\u011fi, bu nedenle s\u00fcrekli g\u00fc\u00e7 kaybetti\u011fi bir s\u00fcre\u00e7te g\u00fcndeme gelmektedir. K\u00fcrt sorunu, Alevi sorunu, Ermeni sorunu, demokrasi sorunu ve di\u011ferleri\u2026 Bu sorunlar ve onlar\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 devrimci dinamiklerin zorlay\u0131c\u0131l\u0131\u011f\u0131, ka\u00e7\u0131n\u0131lmaz olarak TC\u2019yi bir \u201cde\u011fi\u015fim\u201de zorlamaktad\u0131r.\u00a0 Ama burada kat\u0131 ve esnemez bir yap\u0131 ve onu koruyan kurumlar ve iktidar ili\u015fkileri, bu de\u011fi\u015fim zorunlulu\u011funu bir var olu\u015f ve yok olu\u015f s\u00fcreci olarak alg\u0131lam\u0131\u015f ve \u201c\u00e7areyi\u201d kendini daha da kat\u0131la\u015ft\u0131rarak devam ettirmekte bulmu\u015ftur. Ancak bunda ne kadar zorland\u0131klar\u0131 da her defas\u0131nda yeniden yeniden ortaya \u00e7\u0131kmaktad\u0131r&#8230;<\/p>\n<p>Irak i\u015fgali ve ABD\u2019nin buradaki ba\u015far\u0131s\u0131zl\u0131\u011f\u0131, G\u00fcney K\u00fcrdistan\u2019\u0131n \u00f6nemli bir politik akt\u00f6r olarak ortaya \u00e7\u0131kmas\u0131, TC\u2019nin b\u00f6lgesel bir g\u00fc\u00e7 olarak geli\u015fme \u015fans\u0131n\u0131n belirmesi gibi \u00f6nemli politik geli\u015fmeler ve olgular, TC\u2019nin geleneksel yap\u0131s\u0131 ile yine geleneksel iktidar ili\u015fkileriyle \u00f6nemli bir \u00e7at\u0131\u015fma i\u00e7ine girmi\u015fti. Burada yanl\u0131\u015f bir anlaman\u0131n \u00f6n\u00fcne ge\u00e7memiz gerekir. ABD ile ili\u015fkiler konusunda geleneksel iktidar kurumlar\u0131 ve ili\u015fkileri sorun \u00e7\u0131karm\u0131yor, bu anlamda egemen cephenin her kanad\u0131 aras\u0131nda tama yak\u0131n bir uyum var. \u00c7eli\u015fki bu noktada de\u011fil, \u00e7eli\u015fki, devletin mevcut yap\u0131s\u0131 ve geleneksel iktidar ili\u015fkileri, bu ba\u011flamda ya\u015fanan temel sorun ve \u00e7eli\u015fkilerin bu yap\u0131s\u0131 ile yukarda ana \u00e7er\u00e7evesini \u00e7izdi\u011fimiz b\u00f6lgesel akt\u00f6r olabilme \u015fans\u0131n\u0131n kendisi aras\u0131nda ya\u015fanmaktad\u0131r ki, bu, gelinen noktada ta\u015f\u0131nmas\u0131 g\u00fc\u00e7 bir y\u00fck anlam\u0131na gelmektedir.<\/p>\n<p>Ergenekon, ordunun prestij ve iktidar konumunun tart\u0131\u015fma ve y\u0131pratma konusu yap\u0131lmas\u0131, bir\u00e7ok \u201ctabu\u201d say\u0131lan konunun rahatl\u0131kla tart\u0131\u015fma konusu olmas\u0131, Dersimi katliam\u0131n\u0131n tart\u0131\u015f\u0131lmas\u0131 ve devletin, Mustafa Kemal ve iktidar\u0131n\u0131n sorumlu g\u00f6sterilmesi \u00e7at\u0131\u015fman\u0131n derinli\u011fini g\u00f6stermekte ve olas\u0131 sonu\u00e7lar\u0131 hakk\u0131nda \u00f6nemli ipu\u00e7lar\u0131 vermektedir. Burada \u201ctart\u0131\u015ft\u0131r\u0131lan\u201d salt, tek ba\u015f\u0131na \u201cgruplar\u201d ve ki\u015filer de\u011fil, bir d\u00f6nemin, bir yap\u0131lanman\u0131n, bir kurumla\u015fman\u0131n kendisidir. En az\u0131ndan nesnel olarak ortaya \u00e7\u0131kan sonu\u00e7lar bunu g\u00f6stermektedir. Hen\u00fcz hangi taraf\u0131n kazanaca\u011f\u0131 kesinlik kazanm\u0131\u015f de\u011fildir. Taraflar\u0131n bu s\u00fcre\u00e7te her t\u00fcrl\u00fc olanak, f\u0131rsat ve arac\u0131 kullanmaktan geri durmayacaklar\u0131 da \u00e7ok a\u00e7\u0131kt\u0131r. Bu s\u00fcre\u00e7te belli bir iktidar bo\u015flu\u011fu da do\u011far, belli noktalarda bunun ipu\u00e7lar\u0131n\u0131 g\u00f6rmek de m\u00fcmk\u00fcnd\u00fcr\u2026<\/p>\n<p>Genel \u00e7er\u00e7eve b\u00f6yle konuldu\u011funda ve kavrand\u0131\u011f\u0131nda AKP h\u00fck\u00fcmetinin belli bir s\u00fcredir s\u00fcrd\u00fcrd\u00fc\u011f\u00fc \u201cK\u00fcrt A\u00e7\u0131l\u0131m\u0131n\u0131n\u201d politik anlam\u0131 ve hangi ba\u011flama oturdu\u011fu da daha iyi anla\u015f\u0131l\u0131r kan\u0131s\u0131nday\u0131z. Yine buna kar\u015f\u0131 duran g\u00fc\u00e7,\u00a0 parti ve \u00e7evrelerin \u015fiddetli kar\u015f\u0131 koyu\u015flar\u0131 ve diren\u00e7leri de daha tam ve do\u011fru kavranm\u0131\u015f olur.<\/p>\n<p>Bu anlamda K\u00fcrt A\u00e7\u0131l\u0131m\u0131 ile Cumhuriyet, \u00f6z\u00fcne dokunulmadan \u201crestore\u201d edilmeye, daha do\u011fru bir ifadeyle i\u00e7 ve d\u0131\u015f ko\u015ful ve dengelere g\u00f6re yeniden \u201cDizayn\u201d edilirken, yine bununla s\u0131k\u0131 s\u0131k\u0131ya ba\u011fl\u0131 olan Ergenekon Davas\u0131 ile iktidar ili\u015fkileri ve dengeleri yeniden yap\u0131land\u0131r\u0131lmak istenmektedir. Bunun kapsaml\u0131 bir politik \u00e7at\u0131\u015fma ve hesapla\u015fma anlam\u0131na geldi\u011fi de \u00e7ok a\u00e7\u0131kt\u0131r.<\/p>\n<p>Buradan teslimiyet gruplar\u0131n\u0131n geli\u015fine, bunun perde arkas\u0131na ve sonras\u0131 geli\u015fmelere k\u0131saca bakma noktas\u0131na ge\u00e7ebiliriz. Geli\u015fmeler de g\u00f6sterdi ki, Kandil ve Mahmur\u2019dan gruplar\u0131n geli\u015fi, arka planda var\u0131lan bir \u201cuzla\u015fma\u201d ile oldu. \u201cUzla\u015fman\u0131n\u201d ana \u00e7izgileri kabaca \u015f\u00f6yle \u00f6zetlenebilir: Gelecek ki\u015filerin TC\u2019nin yasalar\u0131na g\u00f6re su\u00e7 i\u015flememi\u015f olmalar\u0131 gerekir. Bu durumda kendileri \u201cyasal i\u015flem\u201d gere\u011fi sorgulanacak, ama hepsi serbest b\u0131rak\u0131lacak ve bu s\u00fcre\u00e7, olgunla\u015ft\u0131r\u0131larak devam edecek\u2026<\/p>\n<p>Ancak taraflar\u0131n \u00f6ng\u00f6rmedi\u011fi bir durum oldu. Devletle b\u00fct\u00fcnle\u015fmenin ilk \u00f6rneklerinin halk taraf\u0131ndan alg\u0131lan\u0131\u015f\u0131 ve sahipleni\u015fi ise bu durumla \u00e7eli\u015fen bir ger\u00e7ekli\u011fi ortaya \u00e7\u0131kard\u0131. Halk, teslimiyeti, bir bak\u0131ma ba\u015fka t\u00fcrl\u00fc okudu, kendi ulusal kimlik bilincini ve bundaki \u0131srar\u0131n\u0131 eylemli olarak g\u00f6sterdi. Bunun T\u00fcrkiye cephesinde okunu\u015fu, abart\u0131l\u0131 tepki ve \u00f6fke bi\u00e7iminde oldu. Ortaya \u00e7\u0131kan tablo iki farkl\u0131 ulus ve onun politik ve psikolojik ger\u00e7ekli\u011finin kendisiydi. Asl\u0131nda hemen belirtmeliyiz ki, A\u00e7\u0131l\u0131m\u0131n politik program\u0131 noktas\u0131nda \u00d6calan ile AKP h\u00fck\u00fcmeti aras\u0131nda temelde bir farkl\u0131l\u0131k yok. \u00d6calan ve KCK resmi olarak deklere ettikleri gibi, \u00e7\u00f6z\u00fcm olarak \u201cDemokratik T\u00fcrkiye Ulusu\u201d tan\u0131m\u0131n\u0131, \u00e7\u00f6z\u00fcm\u00fcn ana \u00e7er\u00e7evesi olarak g\u00f6rmektedirler. AKP ise \u201cVatanda\u015fl\u0131k\u201d \u00fcst kimli\u011fi ve bu ba\u011flamda di\u011fer alt-kimliklerin tan\u0131nmas\u0131n\u0131 \u00e7\u00f6z\u00fcm i\u00e7in ana \u00e7er\u00e7eve olarak g\u00f6rmektedir. Bu konuda aralar\u0131nda temelde bir \u00f6rt\u00fc\u015fme s\u00f6z konusudur. Ancak bu s\u00fcrecin y\u00fcr\u00fct\u00fcl\u00fc\u015f bi\u00e7imi, kimlerin muhatap al\u0131naca\u011f\u0131, daha da \u00f6nemlisi ba\u015fta \u00d6calan olmak \u00fczere \u201c\u00dcst d\u00fczey\u201d y\u00f6neticilerin gelece\u011fi konusu belirsizlik i\u00e7indeydi. Uzla\u015fmama noktalar\u0131 da bunlard\u0131.<\/p>\n<p>Bu noktadan sonra s\u00fcrecin tarihi \u00f6nemde g\u00f6ren, hatta Cumhuriyetin kurulu\u015fu kadar \u00f6nemli g\u00f6ren \u00d6calan, bunu, AKP\u2019nin oyunu, tasfiye s\u00fcreci olarak tan\u0131mlad\u0131 ve cepheden tav\u0131r almaya ba\u015flad\u0131\u2026 Son g\u00fcnlerde ise h\u00fccre ko\u015fullar\u0131n\u0131 ve \u201cyeni d\u00fczenlemeyi\u201d gerek\u00e7e g\u00f6stererek halk\u0131m\u0131z\u0131n, gen\u00e7lerin enerjisini ve g\u00fcc\u00fcn\u00fc bo\u015fa ak\u0131tmaktad\u0131r.<\/p>\n<p>Peki, bu eylemlerin politik hedefi nedir, K\u00fcrdistan ve K\u00fcrt halk\u0131 i\u00e7in \u00f6nerdikleri tek bir talep var m\u0131?<\/p>\n<p>Dersim katliam\u0131 \u00fczerinde \u00f6nemli bir tart\u0131\u015fma s\u00fcreci ba\u015flam\u0131\u015ft\u0131, bu tart\u0131\u015fma s\u00fcreci TC\u2019nin K\u00fcrt politikas\u0131n\u0131 de\u015fifre edecek \u00f6\u011feler ta\u015f\u0131yordu. Bunlar hakk\u0131nda tek bir eylem kararlar\u0131 var m\u0131? Tersine \u00d6calan, Mustafa Kemal\u2019in sorumlulu\u011funu gizlemek i\u00e7in say\u0131s\u0131z tahrifata ve sapt\u0131rmaya ba\u015fvurmaktad\u0131r. Daha da \u00f6nemlisi kendi ya\u015fam ko\u015fullar\u0131n\u0131 ileri s\u00fcr\u00fcp kendi merkezli eylem s\u00fcrecini ba\u015flat\u0131rken, \u201cbenim ko\u015fullar\u0131 \u00e7ok a\u011f\u0131r, ama Kemaller ve Hayriler gibi ko\u015fullara dayanmayarak intiharvari eylemlere ba\u015fvurmayaca\u011f\u0131m\u201d diyerek tarihsel direni\u015flerin \u00f6z\u00fcn\u00fc sapt\u0131rmakta, y\u0131\u011f\u0131nlar\u0131n direni\u015f bilincini tahrip etmeye \u00e7al\u0131\u015fmaktad\u0131r. Bu noktay\u0131 da vurgulad\u0131ktan sonra esas yeniden konumuza d\u00f6nebiliriz:<\/p>\n<p>Bir s\u00fcre \u00f6nceye kadar getirtip teslim ettirdi\u011fi gruplarla s\u00fcreci destekleyen \u00d6calan, ne oldu da bug\u00fcn buna cepheden tav\u0131r almaya ba\u015flad\u0131? Bu tavr\u0131 ve bu ba\u011flamda geli\u015ftirilen eylem s\u00fcreci, yukarda \u00e7er\u00e7evesini \u00e7izdi\u011fimiz iktidar kavgas\u0131n\u0131n neresine oturuyor? Ya da ger\u00e7ekten bundan ba\u011f\u0131ms\u0131z m\u0131? De\u011filse, ba\u011f\u0131ms\u0131z ve \u00f6zg\u00fcr bir iradeden yoksun Kuzey K\u00fcrt halk\u0131n\u0131n s\u00fcr\u00fcklendikleri bu kendilerinin olmayan kavgadaki trajik rollerini nas\u0131l tan\u0131mlamak gerekir?<\/p>\n<p>Bir kez daha ortaya \u00e7\u0131km\u0131\u015ft\u0131r ki, \u00f6zg\u00fcr bir irade ve programa sahip olmadan g\u00f6sterilecek eylem, hareket ve enerji, \u00f6zg\u00fcrl\u00fck istemlerine ve de\u011ferlerine yeni bir \u015fey katm\u0131yor, katam\u0131yor; tersine bu, y\u00f6r\u00fcngesiz g\u00f6kta\u015f\u0131ndan \u00f6te bir anlam ifade
