Bu yar\u0131\u015f, asl\u0131nda partili politik hayat\u0131n ezelinden beri kendi i\u00e7inde debelense de, bu ger\u00e7e\u011fi hala de\u011fi\u015ftirememi\u015f olmam\u0131z ac\u0131d\u0131r. Hatta, de\u011fi\u015ftirmekle kalmay\u0131p bizzat bu se\u00e7im trafi\u011finin i\u00e7erisine dahil olan bizlerin, zincirlerimizden de \u00e7ok kaybedecek \u015feyleri vard\u0131r o zaman.[1]<\/p>\n<p>  <!--more-->  <\/p>\n<p>Se\u00e7imlere kat\u0131l\u0131yor olman\u0131n bir\u00e7ok nedeni (bahanesi) olabilir. Bu nedenlerin hepsinin tekab\u00fcl etti\u011fi yer burjuva politikli\u011fini yeniden \u00fcretmektir. Bunun bir tak\u0131m ayaklar\u0131 vard\u0131r elbette. Bu ayaklar\u0131 d\u00fc\u015f\u00fcnelim.<\/p>\n<p>***<\/p>\n<p>Burjuva demokrasisi, temsili demokrasidir. Temsili demokrasinin iddias\u0131, insanlar\u0131n d\u00fc\u015f\u00fcncelerini, hislerini, arzular\u0131n\u0131, nefretlerini belli bir grup, parti ya da temsilci alt\u0131nda s\u0131n\u0131fland\u0131rmakt\u0131r. Bundan sonraki a\u015famada ise temsilciler temsil ettikleri insanlar ad\u0131na konu\u015furlar, onlar\u0131n yapmad\u0131klar\u0131 ya da yapmaya yetkileri olmayan i\u015fleri yaparlar. Yani ilk olarak bir s\u0131n\u0131fland\u0131rma ve sonras\u0131nda da bir sorumluluk devretme hali ya\u015fan\u0131r. \u0130nsan\u0131n kendisi ile ilgili bir g\u00f6revi, sorumlulu\u011fu, iradeyi, d\u00fc\u015f\u00fcnceyi devretmesi, payla\u015fmak de\u011fildir. Bu, devlettir! A\u015fk\u0131n siyasetin ba\u015flad\u0131\u011f\u0131 alan, devletin alan\u0131d\u0131r ve insan\u0131 iradesizli\u011fe, kullu\u011fa g\u00f6t\u00fcr\u00fcr. Bu a\u00e7\u0131dan bizim temsili demokrasi ile i\u015fimiz olamaz.<\/p>\n<p>Bir a\u00e7\u0131dan demokrasi kavram\u0131 zaten devletin kendisidir denebilir.[2] Sonu\u00e7ta demokrasi, en az\u0131ndan bu bi\u00e7imiyle, a\u015fk\u0131n politik bi\u00e7imiyle e\u015fit olmayanlar\u0131n e\u015fitlenmesi anlam\u0131na gelir. Herkesin tek bir oy hakk\u0131 vard\u0131r. Bilgi veya sermaye ili\u015fkisinin bu e\u015fitli\u011fi bozuyor olmas\u0131 \u00f6nemli de\u011fildir; se\u00e7ilmek isteyenlerin e\u015fit d\u00fczeyde kat\u0131l\u0131m hakk\u0131 vard\u0131r.(!) Bunun d\u0131\u015f\u0131nda, se\u00e7ilmenin ya da se\u00e7menin d\u0131\u015f\u0131nda bir alternatif yoktur.(!)[3] Bu a\u00e7\u0131dan da herkesin eylemi e\u015fit bir \u015fekilde geri d\u00f6n\u00fc\u015f yapar. Fakat bunlardan en temeli ve en \u00f6nemlisi, b\u00fct\u00fcn farkl\u0131 d\u00fc\u015f\u00fcnceler, \u00e7e\u015fitli alternatifler alt\u0131nda \u2018e\u015fitlenir&#8217;. Mesela 1 milyon insan\u0131n g\u00f6r\u00fc\u015f\u00fc, tek bir x \u015fahs\u0131 taraf\u0131ndan \u2018e\u015fitlenir&#8217;. Fikirlerin \u00e7oklu\u011fu, insanlar\u0131n hislerinin yo\u011funlu\u011fu hi\u00e7bir \u015fekilde \u00f6nemli de\u011fildir. Bu irrasyonalite, ayn\u0131 zamanda bu bir milyon insan\u0131n karar alma ve uygulama hakk\u0131n\u0131 tek bir \u015fah\u0131sta depolamas\u0131 anlam\u0131na gelir. Se\u00e7imler, parmak demokrasisidir; ka\u011f\u0131ttand\u0131r&#8230;<\/p>\n<p>Temsil sistemini \u00fcretmek, insan\u0131n eyleme \u00f6zg\u00fcrl\u00fc\u011f\u00fcne, d\u00fc\u015f\u00fcncelerin \u00e7oklu\u011funa s\u0131n\u0131r koymakt\u0131r o zaman. Do\u011frudan kimse eyleyemez; \u00e7\u00fcnk\u00fc se\u00e7ilen biri vard\u0131r; \u00fcst mercidir&#8230; O&#8217;na iletilen talepler ile eylem ger\u00e7ekle\u015ftirilir. Se\u00e7me bu a\u00e7\u0131dan talep etme eylemiyle b\u00fct\u00fcnle\u015fir; talep siyasetini yeniden \u00fcretir.<\/p>\n<p>Ba\u015fkalar\u0131 i\u00e7in konu\u015fmak utan\u00e7 verici bir \u015feydir&#8230;[4] Modern devrimci siyasetin temel \u00e7\u0131kmazlar\u0131ndan biri olan ba\u015fkalar\u0131 ad\u0131na konu\u015fma \u00e7abas\u0131 ve hali, bu a\u00e7\u0131dan devleti yeniden \u00fcreten bir yap\u0131lanmay\u0131 te\u015fkil ediyor. \u0130\u015f\u00e7isiz i\u015f\u00e7i partileri[5] yurtsever kom\u00fcnist partiler,(ki kom\u00fcnistlerin hepsini asla temsil etmezler ama ulusal bir kom\u00fcnist parti olma stat\u00fcs\u00fcne sahiptirler), i\u015f\u00e7i ve k\u00f6yl\u00fclerin kurtulu\u015fundan sorumlu yap\u0131lar&#8230; Bu sorumlulu\u011fu almak ile se\u00e7imlere kat\u0131l\u0131yor olmak aras\u0131nda hi\u00e7bir fark yoktur. Bu a\u00e7\u0131dan benim se\u00e7im kar\u015f\u0131tl\u0131\u011f\u0131m ile se\u00e7imleri boykot eden se\u00e7im kar\u015f\u0131tlar\u0131n\u0131n aras\u0131nda bir ili\u015fki de olamaz.[6]<\/p>\n<p>Devleti yeniden \u00fcreten bu tarz\u0131 ele\u015ftirmemiz gerekmektedir. Bu tarz, se\u00e7imlere kat\u0131larak ve kendi birimlerini de se\u00e7im usullerine g\u00f6re kurarak b\u00fcrokratik devlet mekanizmalar\u0131n\u0131 i\u015fletir. Ya da bu tarz, se\u00e7imleri boykot etse de temsilcilik g\u00f6revini \u00fcstlenerek insanlar\u0131 a\u015fk\u0131n siyasete y\u00f6nlendirir. Bu devlettir!<\/p>\n<p>Temsil sisteminin \u00fcretilmesinin kar\u015f\u0131s\u0131ndaki bu \u00e7aban\u0131n nedeni \u00f6zg\u00fcrl\u00fckt\u00fcr. \u0130nsanlar, birileri onlar ad\u0131na konu\u015furken, birileri onlar ad\u0131na eylerken, birileri onlar\u0131n sorumluluklar\u0131n\u0131 al\u0131rken \u00f6zg\u00fcr olabilirler mi? E\u011fer b\u00f6yle bir \u00f6zg\u00fcrl\u00fck var ise, o \u00f6zg\u00fcrl\u00fck anlay\u0131\u015f\u0131 y\u0131llard\u0131r seslerini g\u00f6\u011fe ula\u015ft\u0131ran feministlerle, LGBTT hareketi ile ya da Zapatist hareket ile temas etmemi\u015ftir.<\/p>\n<p>Halk\u0131n, i\u015f\u00e7ilerin, \u00f6\u011frencilerin&#8230; temsilcileri yoktur. Ya da asl\u0131nda \u015funu s\u00f6ylemek daha do\u011fru olabilir; halk\u0131n, i\u015f\u00e7ilerin, \u00f6\u011frencilerin temsilcileri vard\u0131r. Halk, i\u015f\u00e7iler, \u00f6\u011frenciler kapitalist d\u00fcnyan\u0131n par\u00e7alar\u0131d\u0131r. Bu a\u00e7\u0131dan s\u0131n\u0131f sava\u015f\u0131n\u0131 yeniden kuran bu \u00f6gelerin s\u00f6zc\u00fclerinin olmas\u0131 do\u011fald\u0131r. Proletarya, \u00e7okluktur. \u00c7oklu\u011fun temsilcisi yoktur.<\/p>\n<p>\u00c7okluk, kendisini kendi ifade bi\u00e7imleri ile kurar. Mesela, Zapatislerin kendi dilleri, kendilerini kurma bi\u00e7imleri vard\u0131r. Heyecanla izledi\u011fimiz bu hareket, iktidar\u0131 almak i\u00e7in temsilcilere gerek duymaz. \u0130ktidar\u0131n devleti \u00fcreten bir kar\u015f\u0131l\u0131\u011f\u0131 oldu\u011funu bilir. Feminist hareket i\u00e7inde de bu \u00f6rneklere rastlayabiliriz. Kendilerini kendi bi\u00e7imleri ile \u00f6zg\u00fcrce ifade eden feministler, hareketi geli\u015ftiren ve \u00f6zg\u00fcrle\u015ftirenlerdir de ayn\u0131 zamanda&#8230;<\/p>\n<p>Ak\u0131n Birdal&#8217;\u0131n[7] \u0130stanbul&#8217;a dair projelerini g\u00f6r\u00fcnce bir \u015fa\u015fk\u0131nl\u0131k ya\u015fad\u0131m. Bunun ilk nedeni, do\u011frudan demokrasi kavram\u0131n\u0131 kullan\u0131yor olmas\u0131ndand\u0131.[8] Birdal&#8217;\u0131n demokrasi ile ilgili kurdu\u011fu c\u00fcmleler ya da \u015fehre dair projeleri ger\u00e7ekten umut verici. Fakat bunun \u2018yukar\u0131dan&#8217; \u2018temsilciler&#8217; yolu ile \u2018insanlar i\u00e7in&#8217; yap\u0131l\u0131yor olmas\u0131 biraz d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fc. Ger\u00e7ekten devletten ve partilerden ba\u011f\u0131ms\u0131z, otonom mahalle meclislerinin kurulmas\u0131 (ya da ger\u00e7ekten bunlar\u0131n kurulmas\u0131na \u00e7al\u0131\u015f\u0131lmas\u0131 ve bunlar\u0131n s\u00fcreklili\u011finin sa\u011flanmas\u0131) yerine bu yukar\u0131dan kurulan dil ve y\u00f6netim bi\u00e7imi, her ne kadar Paris Kom\u00fcn\u00fcn\u00fc hat\u0131rlatan geri \u00e7a\u011f\u0131rma hakk\u0131 ile beslense de o andan itibaren ger\u00e7ekli\u011fini yitirmi\u015ftir. \u00d6rnek olarak, Paris kom\u00fcn\u00fc \u2018a\u015fa\u011f\u0131dan&#8217; gelmi\u015ftir vs.<\/p>\n<p>Chavez&#8217;in y\u00f6ntemini hat\u0131rlatan bu \u015fablon, halk meclislerini kurmaktan \u2018yoksun&#8217; olan halka halk meclisi kurmay\u0131 \u00f6neriyor. Ba\u015fka bir ba\u011flamda incelersek, se\u00e7ildi\u011fi zaman bir \u2018cennet&#8217; vaat ediyor. Temsili modern siyasetin belki de en b\u00fcy\u00fck fikri temeli bu dinsel vaat gelene\u011fidir.<\/p>\n<p>Se\u00e7imleri bir \u2018ara\u00e7&#8217; olarak g\u00f6ren fikirlere bir \u015fey denilemez ama bu bizim arac\u0131m\u0131z de\u011fildir. Bunun nedeni, a\u015fk\u0131n politikli\u011fin devlete i\u00e7kin olmas\u0131d\u0131r.
