Bu, XX. y\u00fczy\u0131l\u0131n ilk soyk\u0131r\u0131m\u0131yd\u0131.&#8221;[5]<br \/>&#8220;Ermeni soyk\u0131r\u0131m\u0131na dair kay\u0131tlar ku\u015fkuya yer b\u0131rakmayacak nitelikte. <br \/>I. D\u00fcnya Sava\u015f\u0131&#8217;nda bir Ermeni soyk\u0131r\u0131m\u0131 var m\u0131yd\u0131? Olay ger\u00e7ekle\u015firken kimse Ermeni H\u0131ristiyanlar\u0131n Osmanl\u0131 T\u00fcrkleri taraf\u0131ndan katledilmesini soyk\u0131r\u0131m diye nitelemedi. Niteleyemezdi de: Kavram\u0131n ortaya \u00e7\u0131kmas\u0131 i\u00e7in 30 y\u0131l ge\u00e7mesi gerekecekti. Fakat T\u00fcrklerin o d\u00f6nem ne yapt\u0131\u011f\u0131n\u0131 d\u00fcnyaya anlatmay\u0131 i\u015f h\u00e2line getirenler, Ermenilerin devlet destekli kitlesel katliam\u0131n\u0131 tarif etmek i\u00e7in ba\u015fka kavramlar buldu. <br \/>Mezalime dair kapsaml\u0131 haberler yay\u0131mlayan New York Times, katliamlar\u0131 \u2018sistematik&#8217;, \u2018kasti&#8217; \u2018h\u00fck\u00fcmet taraf\u0131ndan \u00f6rg\u00fctlenmi\u015f&#8217; ve \u2018imha kampanyas\u0131&#8217; diye tan\u0131ml\u0131yordu. 25 Eyl\u00fcl 1915 tarihli man\u015feti \u015f\u00f6yleydi: \u2018\u0130mha Ermenistan&#8217;\u0131 tehdit ediyor.&#8217; <br \/>Bir yetkili T\u00fcrklerin yapt\u0131\u011f\u0131n\u0131n, \u2018Tam anlam\u0131yla bir halk\u0131n topyek\u00fbn yok edilmesi&#8217; oldu\u011funu s\u00f6yl\u00fcyordu. <br \/>Yabanc\u0131 diplomatlar da kelimenin tam anlam\u0131yla bir soyk\u0131r\u0131ma tan\u0131k olduklar\u0131n\u0131n idrakindeydi. Amerikan konsoloslu\u011funun Times&#8217;a s\u0131zan raporlar\u0131 \u015funa i\u015faret ediyordu: \u2018T\u00fcrkler Ermenilere, \u00f6zellikle de y\u00fczde 90&#8217;\u0131n\u0131n mensup oldu\u011fu Gregoryen Kilisesi&#8217;ne kar\u015f\u0131 imha sava\u015f\u0131 y\u00fcr\u00fct\u00fcyor.&#8217; ABD B\u00fcy\u00fckel\u00e7isi Henry Morgenthau, temmuzda Washington&#8217;a bir \u2018\u0131rk cinayeti&#8217;nin ya\u015fand\u0131\u011f\u0131n\u0131 \u015f\u00f6yle bildiriyordu: \u2018Bar\u0131\u015f\u00e7\u0131 Ermeni n\u00fcfusunu s\u00f6k\u00fcp atmak&#8230; Onlara y\u0131k\u0131m ve mahrumiyet ya\u015fatmak y\u00f6n\u00fcnde sistematik bir \u00e7aba s\u00f6z konusu.&#8217; El\u00e7i, bunlar\u0131n tesad\u00fcfi \u015fiddet patlamalar\u0131 de\u011fil, \u2018Konstantinopol&#8217;den idare edilen&#8217; ulus \u00e7ap\u0131nda bir katliam oldu\u011funu vurguluyordu. <br \/>Bir di\u011fer ABD diplomat\u0131 konsolos Leslie Davis, Harput&#8217;ta tan\u0131k oldu\u011fu \u2018ter\u00f6r furyas\u0131&#8217;n\u0131 ve G\u00f6lc\u00fck G\u00f6l\u00fc yak\u0131n\u0131nda \u00f6ld\u00fcr\u00fclen \u2018binlerce ve binlerce&#8217; Ermeninin cesetlerini en ince ayr\u0131nt\u0131lar\u0131na kadar tarif ediyordu. Reuters \u015fu haberi ge\u00e7iyordu: \u2018Tek bir k\u00f6yde 1000 erkek, kad\u0131n ve \u00e7ocu\u011fun bir binaya kilitlenip yak\u0131larak \u00f6ld\u00fcr\u00fcld\u00fc\u011f\u00fc bildiriliyor.&#8217; Bir ba\u015fka haberde, \u2018\u00c7ok say\u0131da erkek ve kad\u0131n zincirlerle ba\u011flan\u0131p Van G\u00f6l\u00fc&#8217;ne at\u0131ld\u0131&#8217; deniyordu. <br \/>Ermenilerin imhas\u0131n\u0131 y\u00f6neten T\u00fcrk \u0130\u00e7i\u015fleri bakan\u0131 Talat Pa\u015fa, hedefi konusunda laf\u0131 doland\u0131rm\u0131yordu. \u2018H\u00fck\u00fcmet&#8230; ad\u0131 ge\u00e7en insanlar\u0131n, -T\u00fcrkiye&#8217;de ya\u015fayan Ermenilerin- tamam\u0131n\u0131n yok edilmesi karar\u0131 vermi\u015ftir&#8217; diye yaz\u0131yordu Halep&#8217;teki yetkililere ve s\u00f6yle devam ediyordu: \u2018Varl\u0131klar\u0131na son verilmelidir ve ya\u015f veya cinsiyete bak\u0131lmamal\u0131, vicdan muhasebelerine giri\u015filmemelidir.&#8217; <br \/>I. D\u00fcnya Sava\u015f\u0131&#8217;nda bir Ermeni soyk\u0131r\u0131m\u0131 oldu mu? Kastamonu ve Bursa da m\u0131 Rus cephesiydi? G\u00f6\u00e7e zorlama, tehcir, m\u00fcbadele ve yok etme gibi ara\u00e7lar\u0131 olan demografi m\u00fchendisli\u011finin erken d\u00f6nemde uygulanma nedeni dinsel \u00f6nyarg\u0131lar iken, XIX. y\u00fczy\u0131l sonlar\u0131ndan itibaren ard\u0131ndaki egemen itici g\u00fc\u00e7, milliyet\u00e7iliktir.<br \/>An\u0131lan d\u00f6nemde Osmanl\u0131 co\u011frafyas\u0131 da Balkanlar ve Kafkasya&#8217;dan g\u00f6\u00e7ler, m\u00fcbadele ve tehcir gibi demografi m\u00fchendisli\u011fi uygulamalar\u0131na sahne olur. \u00d6zellikle 1912-1922 d\u00f6nemi Osmanl\u0131-T\u00fcrkiye tarihinde, amac\u0131 n\u00fcfusu homojenle\u015ftirmek olan demografi m\u00fchendisli\u011fi uygulamalar\u0131 ger\u00e7ekle\u015fir. T\u00fcrk milletinin par\u00e7as\u0131 olmak i\u00e7in etnik k\u00f6kenin \u00e7ok da \u00f6nemi yoktur. Ayn\u0131 dili konu\u015fmak ve ortak k\u00fclt\u00fcr\u00fc payla\u015fmak yeterlidir. Ziya G\u00f6kalp&#8217;in k\u00fclt\u00fcrel milliyet\u00e7ilik olarak nitelendirilebilecek T\u00fcrk milliyet\u00e7ili\u011fi anlay\u0131\u015f\u0131, Balkan sava\u015flar\u0131ndan Milli M\u00fccadele&#8217;ye uzanan s\u00fcre\u00e7te ya\u015fanan b\u00fcy\u00fck siyasi ve demografik alt\u00fcst olu\u015flarla birlikte etnik milliyet\u00e7ili\u011fe do\u011fru yol al\u0131r.<br \/>T\u00fcrk milliyet\u00e7ili\u011finin, k\u00fclt\u00fcrel milliyet\u00e7ilikten etnik milliyet\u00e7ili\u011fe y\u00f6neldi\u011fi 1912-1922 y\u0131llar\u0131 aras\u0131nda n\u00fcfusun h\u0131zla homojenle\u015fti\u011fi g\u00f6r\u00fcl\u00fcr. Bu ama\u00e7la \u0130ttihat\u00e7\u0131lar ve onlar\u0131n ard\u0131ndan Kemalistler, M\u00fcsl\u00fcman-T\u00fcrk n\u00fcfusu merkeze alan homojenle\u015ftirici \u00f6nlemlere ba\u015fvururlar, ittihat\u00e7\u0131lar\u0131n Osmanl\u0131 Devleti&#8217;nde T\u00fcrkl\u00fck eksenli etnik homojenle\u015ftirme giri\u015fimleri iki ayr\u0131 koldan ilerler. Bu kollardan biri, M\u00fcsl\u00fcman ve T\u00fcrk olmayan unsurlara y\u00f6nelik, gerekti\u011finde \u015fiddetin de kullan\u0131ld\u0131\u011f\u0131 bir etkisizle\u015ftirme politikas\u0131d\u0131r. Di\u011feri ise T\u00fcrk olmayan M\u00fcsl\u00fcman unsurlar\u0131n T\u00fcrkle\u015ftirilmesidir. Bu ama\u00e7la zorunlu isk\u00e2n ve yer adlar\u0131n\u0131n T\u00fcrk\u00e7ele\u015ftirilmesi gibi ara\u00e7lar kullan\u0131l\u0131r.<br \/>Yitirilen topraklardan g\u00f6\u00e7 eden M\u00fcsl\u00fcman n\u00fcfusun isk\u00e2n\u0131, 1915&#8217;te Ermenilerin tehciri ve 1923&#8217;te T\u00fcrk-Yunan n\u00fcfus m\u00fcbadelesi gibi giri\u015fimlerle T\u00fcrkiye n\u00fcfusunun etnik ve dinsel kompozisyonunda \u00f6nemli de\u011fi\u015fiklikler ya\u015fan\u0131r. 1912&#8217;de gayrim\u00fcslimlerin bug\u00fcnk\u00fc T\u00fcrkiye s\u0131n\u0131rlar\u0131 dahilinde ya\u015fayan n\u00fcfus i\u00e7indeki oran\u0131 y\u00fczde 20 iken, ya\u015fanan sava\u015flar ve g\u00f6\u00e7ler sonras\u0131nda cumhuriyet d\u00f6neminin ilk n\u00fcfus say\u0131m\u0131 olan 1927 say\u0131m\u0131 sonucuna g\u00f6re, H\u0131ristiyanlar\u0131n \u00fclke n\u00fcfusu i\u00e7indeki pay\u0131 y\u00fczde 2.64&#8217;e geriler. Gayrim\u00fcslim n\u00fcfusun say\u0131ca ve oranca azalmas\u0131na kar\u015f\u0131n, kalanlar\u0131 \u00f6ncelikle T\u00fcrkiye&#8217;yi terk etmeye zorlayan, kalacaklar\u0131 da iyice etkisiz k\u0131lacak demografi m\u00fchendisli\u011fi uygulamalar\u0131na ba\u015fvurulur. Gayrim\u00fcslimlerin bask\u0131, sindirme ve y\u0131ld\u0131rma ile g\u00f6zlerini korkutarak onlar\u0131 gitmeye zorlayan ve \u015fiddeti de kapsayan bu t\u00fcr olaylar\u0131n en bilinenleri, 1934 Trakya ve 6-7 Eyl\u00fcl 1955 olaylar\u0131d\u0131r. Her t\u00fcrl\u00fc zor kullan\u0131ma kar\u015f\u0131n T\u00fcrkiye&#8217;de ya\u015famay\u0131 s\u00fcrd\u00fcrmek isteyen ve s\u00fcrd\u00fcren gayrim\u00fcslimlere kar\u015f\u0131 ise &#8220;Vatanda\u015f T\u00fcrk\u00e7e Konu\u015f!&#8221; kampanyas\u0131 ve Varl\u0131k Vergisi uygulamas\u0131 gibi k\u00fclt\u00fcrel ve ekonomik T\u00fcrkle\u015ftirme uygulamalar\u0131na ba\u015fvurulur.<br \/>T\u00fcrkle\u015ftirme politikalar\u0131 \u00fczerine ara\u015ft\u0131rmalar\u0131 bulunan Ayhan Aktar&#8217;a g\u00f6re T\u00fcrkle\u015ftirme; &#8220;sokakta konu\u015fulan dilden okullarda \u00f6\u011fretilecek tarihe; e\u011fitimden sanayi hayat\u0131na; ticaretten devlet personel rejimine; \u00f6zel hukuktan vatanda\u015flar\u0131n belli y\u00f6relerde iskan edilmelerine kadar toplumsal hayat\u0131n her boyutunda, T\u00fcrk etnik kimli\u011finin her d\u00fczeyde ve tavizsiz bir bi\u00e7imde egemenli\u011fini ve a\u011f\u0131rl\u0131\u011f\u0131n\u0131 koymas\u0131d\u0131r.&#8221;[9] Ekonominin T\u00fcrkle\u015ftirilmesi ise 1912-1913 Balkan sava\u015flar\u0131 ile birlikte egemen bir ideoloji h\u00e2line gelmeye ba\u015flayan T\u00fcrk\u00e7\u00fcl\u00fck ve T\u00fcrkiye&#8217;nin ulus-devletle\u015fme s\u00fcrecine girmesi paralelinde iktisadi ya\u015famda g\u00f6zlenen bir olgudur. II. Me\u015frutiyet d\u00f6neminde ekonomiyi T\u00fcrkle\u015ftirmeye y\u00f6nelik g\u00f6r\u00fc\u015f ve \u00f6neriler ileri s\u00fcr\u00fclm\u00fc\u015f, bunlara paralel baz\u0131 giri\u015fimler g\u00fcndeme gelmi\u015fse de daha etkili ve kal\u0131c\u0131 rol oynayan giri\u015fimler cumhuriyet d\u00f6neminde, \u00f6zellikle ulus-devlet modelinin benimsenmesine paralel olarak g\u00fcndeme gelir. Bu uygulamalarla, gayrim\u00fcslim unsurlar\u0131n iktisadi faaliyet ve rolleri s\u0131n\u0131rland\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131l\u0131r. Etnik temizlik G\u00fcneydo\u011fuda kadim \u015fark kiliselerine mensup cemaatleri de i\u00e7ine ald\u0131. Ganimetin bir b\u00f6l\u00fcm\u00fc Balkan muhacirlerine verildi. Cumhuriyet sonras\u0131nda iktisadi planda sivrilen baz\u0131 S\u00fcnni-M\u00fcsl\u00fcman t\u00fcccar ve sanayicinin ilk sermaye birikimi elkoyduklar\u0131, yok pahas\u0131na kapatt\u0131klar\u0131 Ermeni ve Rum mallar\u0131yd\u0131.
